- Correction to Impart website: (Changed gaa to faa)=20 http://www.logistics.faa.gov/_impart/impart.htm Correction to website address for Section 508 standards: (Changed access-b= ased to access-board) www.access-board.gov/sec508/508standards.htm The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Cente= r (MMAC), Oklahoma City, Oklahoma, has a requirement to develop an Internet= marketing strategy and upgraded optimized versions of the following two ex= isting, currently in operation Logistics Center websites: (1) Logistics - = www.logistics.faa.gov and (2) Impart - www.impart.faa.gov. =20 The Impart website is a FAA Intranet site. The Contractor may view it, for= purposes of responding to this Announcement at http://www.logistics.faa.go= v/_impart/impart.htm The FAA has determined that this requirement must comply with the following= accessibility standards under Section 508 of the Rehabilitation Act of 197= 3. The standards can be located at www.access-board.gov/sec508/508standards= .htm. =C2=B7 Standard 1194.21=20 =C2=B7 Standard 1194.22=20 =C2=B7 Standard 1194.24=20 =C2=B7 Standard 1194.41=20 Offerors that fail to comply with the above standards, or provide equivalen= t salient characteristics, will be eliminated from further consideration fo= r award. Section 508 Certification - Offerors must submit with their proposal on com= pany letterhead with supporting documentation, a certification of complianc= e with the above accessibility standards identified. Failure to provide th= is certification shall eliminate the offeror from further consideration for= this award. The Contractor shall prepare an Internet Marketing Strategy Report. The Co= ntractor shall design, develop, and deliver to the FAA, websites that incor= porate state-of-the-art website marketing strategies and design technology.= Requirements are defined further in the Statement of Work (SOW). The cur= rent version of the SOW is provided as a separate document under this Scree= ning Information Request (SIR). If required, the FAA may revise the SOW in= subsequent SIR releases. This acquisition contemplates a phased approach. This, the initial phase, = involves the announcement/SIR 1 of the requirement. The second phase (SIR = 2) will evaluate information gathered in SIR 1 as well as other factors ide= ntified in SIR 2. Only those firms that respond successfully to this annou= ncement/SIR will be allowed to participate in the next phase. The remainin= g phase(s) of the down select process will be identified in future communic= ations with those firms that successfully respond to this SIR. =20 The procurement action resulting from this SIR 1 is contemplated as a set-a= side for competitive award among Socially and Economically Disadvantaged Bu= sinesses (SEDBs) that are expressly certified by the Small Business Adminis= tration (SBA) for participation in the SBA=19s 8(a) program at the time of = release of this announcement/SIR. Only those 8(a) vendors that are certifi= ed under the SBA in Oklahoma and Texas will be allowed to participate in th= is SIR. However, the FAA reserves the right to allow SEDBs from other area= s, or other small businesses, to be considered in the event a sufficient nu= mber of SEDBs fail to meet the special standards of responsibility addresse= d in this SIR. =20 To be considered, a vendor must be classified as a small business under Nor= th American Industry Classification System (NAICS) code 541511, Custom Comp= uter Programming Services - $21/million. The vendor must be certified by S= BA under this code no later than closing date of SIR 2. Each firm claiming= 8(a) status is required to provide a copy of its SBA 8(a) certification le= tter to the Contracting Officer with its response to this announcement/SIR.= Firms are to submit a FAA Business Declaration form with their response t= o this announcement. The form is provided as a separate document under thi= s announcement. The FAA reserves the right to review and verify each vendo= r's program eligibility. In conjunction with the set-aside nature of the requirement, at least 50 pe= rcent of the cost of contract performance incurred for personnel shall be e= xpended for employees of the prime Contractor. This requirement is found i= n AMS Clause 3.6.1-7, Limitations on Subcontracting. Companies that are interested and possess certain special standards of resp= onsibility are to provide specific information as to the unique capabilitie= s to be brought to the performance of this requirement. The specific infor= mation provided must be accurate and complete, because it will be used to d= etermine each vendor=19s eligibility to participate. Documentation must be= provided to substantiate any statement of fact that goes to the vendor=19s= eligibility pursuant to this SIR. The FAA reserves the right to contact r= eferences and verify each vendor=19s information. Any statement included i= n a vendor=19s response that is verified by the FAA as either false or misl= eading will be cause for rejection. The Contractor provided documentation shall include, but is not limited to,= that prepared to show compliance with the Special Standards of Responsibil= ity, such as information on Contractor developed Internet Marketing Strateg= y Reports, Contractor developed Section 508 compliant websites, and estimat= ed cost for the requirement. Documentation Limitations: The length of the documentation the Contractor = shall provide is stated in each of the two Special Standards of Responsibil= ity that follow. Failure to comply with this page limitation may be cause = for rejection of a vendor=19s response. A page is defined as one side of a= =1Csheet=1D. All types of pages including but not limited to text, diagra= ms, exhibits, spreadsheets, schedules and attachments are included in the p= age limitation. The FAA will neither evaluate nor read any information bey= ond the page limit specified. A transmittal letter, cover page, table of c= ontents and any page dividers are not included in the page limitation.=20 Other document requirements are: =09=09(1) Margins: No smaller than one inch around the perimeter of each = sheet of paper. =09=09(2) Page Printing: Printing shall be on one side only. =09=09(3) Single or double spacing (offeror=19s option) =09=09(4) Font: Times New Roman, no smaller than 12 point =09=09(5) Page Number count: A footer identifying the page number and tot= al number of pages shall be put on the bottom of each page. =09=09(6) The documentation considered by the submitter as proprietary sha= ll be marked =1CProprietary.=1D A cover sheet may be used for this designa= tion along with the designation of the applicable page(s) the offeror deems= competition sensitive. =20 =09=09(7) All hard copy submittal pages shall be stapled together and incl= uded separately as described in each of the two Special Standards of Respon= sibility.=20 (8) The vendor shall provide five hard copy sets. =09(9) Hard copy submittals shall not be placed in a binder type holder or= folder. Instead all the documentation for each of the five sets shall sim= ply be clipped together. CAUTION: FAA evaluators will read only up to the page limit as specified. = Mere statements of compliance or intention to comply are unacceptable. All= responses submitted must address the capability of the vendor to meet the = Special Standards of Responsibility. =20 SPECIAL STANDARDS OF RESPONSIBILITY: The required website marketing and de= velopment experience for purposes of this SIR 1 may include brand new websi= tes and/or major redesigns of existing websites. Contractors must have a m= inimum of the following experience: =C2=B7 The prime Contractor and any subcontractors combined have developed,= during calendar years 2001 through 2003, Internet Marketing Strategy Repor= ts, that were similar in scope to that described in the SOW, for at least f= ive different customers. =C2=B7 The prime Contractor and any subcontractors combined have developed,= during calendar years 2001 through 2003, Section 508 compliant websites fo= r at least three different customers.=20 =C2=B7 The prime Contractor and any subcontractors combined have developed,= during calendar years 2001 through 2003, websites (not necessarily Section= 508 compliant) for at least 10 different customers. The following information must be addressed in each vendor=19s submission i= n order for the FAA to determine a vendor=19s eligibility to participate fu= rther in any subsequent SIR. Each submission for the two Special Standards= of Responsibility in the following sections 1.0 through 2.0 will be evalua= ted on an =1Cacceptable/unacceptable=1D basis. Where a submission is found= to be unacceptable in any area of a special standard of responsibility, th= e entire submission will be considered unacceptable. Sound judgment will be applied in determining appropriate variations and ad= aptations necessary for individual situations, provided that these do not c= onstitute a departure from the basic concepts and intent of this SIR evalua= tion. 1.0 Past Performance and Experience: =20 1.1 Past Performance and Experience Standards - Vendors combined with any = subcontractor(s) must demonstrate an acceptable level of responsibility in = the areas of past performance and experience. Past performance means =1Cho= w well=1D a vendor or subcontractor has performed. Experience means there = is a history of having =1Cdone it=1D before. =20 For this requirement a vendor must demonstrate an acceptable level of past = performance and experience for developing Internet Marketing Strategy Repor= ts and Section 508 compliant websites. Document vendor=19s or subcontracto= r's experience with website marketing and development for work similar to t= hat identified in the attached SOW. 1.2 Vendor Past Performance and Experience Submittal Requirements =13 The = vendor-provided documentation shall be for contract deliverables they compl= eted in only calendar years 2001 through 2003. The vendor shall provide th= e following information for five Internet Marketing Strategy Reports (each = must be for a different customer) they consider most demonstrate their abil= ity to satisfy similar requirements in the SOW. The vendor shall provide t= he following information for three Section 508 compliant websites (each mus= t be for a different customer) they consider most demonstrate their ability= to satisfy similar requirements in the SOW. The websites chosen shall be = for currently in operation Internet sites the FAA can inspect. The informa= tion provided for a given Internet Marketing Strategy Report and a given Se= ction 508 compliant website may or may not be on the same contract. The vendor=19s documented experience shall consist of a list of contracts c= ontaining the following information: (i) Contract number and contract type (ii) Contracting agency or business and its department/organization (e.g., = DOD, FAA, NASA, any Federal agency, State of Oklahoma, private sector compa= ny name, etc.) (iii) Original contract dollar value and final contract dollar value (inclu= ding options) (iv) Project performance time period =13 contract starting and ending dates (v) For Government contracts, provide the name, mailing address, electronic= mail address and telephone number for the 1) Government Contracting Office= r(s) and 2) technical point of contact. For non-Government contracts, prov= ide the name, mailing address, electronic mail address and telephone number= for the project manager. (vi) Brief Project Description =13 Part 1) describe the Internet Marketing = Strategy Report, Part 2) give the Uniform Resource Locator (URL) of the dev= eloped website and certify the developed website was Section 508 compliant,= Part 3) describe the development of the website=20 The vendor=19s submittals shall be organized by contract project and then f= or each project the Items i-vi shall be presented in the order shown above.= Item vi, Brief Project Description shall address the vendor=19s experienc= e to demonstrate the vendor=19s ability to meet the SOW requirements. It s= hall also have headings labeled for each of the separate Parts 1-3 as given= in (vi), with the relevant information below each heading. This submittal shall not exceed 16 pages. All pages shall be stapled toget= her. It shall be physically separate from section 2.0 submittals (i.e. not= stapled together with them). 1.3 FAA Evaluation of Past Performance and Experience - The FAA will evalu= ate each vendor=19s submittal to determine its acceptability in the special= standard of responsibility for the areas of past performance and experienc= e as described in paragraphs 1.1 and 1.2 above. The level of effort and de= tail of the evaluation will be at the FAA=19s discretion. Where inquiries made pursuant to the vendor provided customer references re= veal the vendor=19s performance was unsatisfactory (e.g., terminated for de= fault {partial or complete}, cure notice(s) issued, adverse administrative = findings by government agencies at the federal, state or local level; poor = past performance based on customer satisfaction, etc.), the vendor will no = longer be eligible to continue in the SIR process. The vendor is responsib= le for verifying their references and their subcontractor(s)(if any), befor= e submission to ensure all information is correct. 2.0 Cost or Pricing: Pursuant to AMS 3.2.2.3.1.2.1 each SIR shall include= a request for some cost or pricing information appropriate to the specific= SIR level of detail. In this, the initial phase, cost information is nece= ssary for the Government to make a decision as to overall affordability of = this project versus doing it in-house. The cost estimated shall be provided in fixed price dollar values. It shal= l be broken out by each project deliverable shown in paragraph 12.0 of the = SOW.=20 Submittals that are unreasonably low or high may be eliminated from further= competition on the grounds of the offeror's failure to comprehend contract= requirement. Also, submittals may be eliminated for further consideration= if its price is determined to be unaffordable. The pricing information shall not exceed two pages. It shall be physically= separate from the section 1.0 submittal (i.e. not stapled together with th= em).
