Description
The U.S. Coast Guard intends to procure two culinary courses for 15 students. The courses are entitled ?Small Dishes, Big Flavors: Appetizers and Hors-d?Oeuvre? and ?American Bistro?. This notice is a solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made on an unrestricted basis. SCOPE: Small Dishes, Big Flavors: Skill Level ? Intermediate. This course will teach how to put a contemporary spin on traditional appetizer selections, explore Mediterranean, Asian, and Latin appetizers such as tapas, dim sum, and antojitos, create dozens of hors-d?oeuvre suitable for buffet or banquet operations, work with spreads, dips, compotes, chutneys, salsas, and flavored oils, and practice creative plate and platter presentation techniques. American Bistro: Skill Level ? Advanced. This course will teach how to create quick meals for your lunch crowd without sacrificing quality, prepare creative hot and cold salad combinations, unique sandwiches, soups, and light entr?e selections with bold flavors, learn which soups and stews are appropriate for contemporary menus, and prepare light entrees with a nutritional emphasis for today?s health-conscious guest. Class dates ? 03 August 2003 through 16 August 2003. HOW TO RESPOND: In order to compete for this project, interested parties must submit a proposal via fax or e-mail, by May 27, 2003, to Weston Sythoff, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to wsythoff@comdt.uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors (2) Past Performance (3) Price and price related factors (Firm-Fixed Price). This will be a Best-Value award determination. Price will be a factor but technical factors are far more important. The following Federal Acquisition Regulations clauses are incorporated by reference: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 00), 52.212-4 (Aug 00).
