Description
NASA/MSFC has a requirement for a custom pressure control system. Currently, NASA/MSFC owns and operates a custom pressure control system that was built using National Instruments components (NI). A second system is required to support additional testing at an alternate location. The new pressure control system hardware must be an exact duplicate of the current hardware setup to ensure repeatable performance and standardized calibration procedures between the two systems. Any differences between new hardware and the existing hardware would present a compatibility issue between the two systems. This would make it very difficult to maintain software and schematic diagrams. The software used in the current system was written in Labview Real-Time (RT) programming language, an NI programming language. Any attempt to purchase third party software could present compatibility issues with the Labview RT that NI would not support. NASA/MSFC intends to purchase the items from National Instruments pursuant to FAR 13.106. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 23, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
