- NAICS Code: 541710 The Environmental Protection Agency (EPA) wishes to acquire the services to provide enhancements and documentation to the most current aerosol simulation in the Community Multiscale Air Quality (CMAQ) model. The solicitation number is RFQ-RT-03-00211 and this solicitation is issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. The associated North American Industry Classification System (NAICS) code is 541710 which has a size standard of 500 employees to qualify as a small business; however, it is anticipated that the contract will be awarded as a result of full and open competition. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. The contractor shall undertake efforts that include, but are not limited to: 1) Review and revise,as indicated by current scientific literature, the CMAQ organic carbon aerosol mechanism, including aerosol yields from gas-phase precursors and gas-to-particle partitioning mechanisms; 2) Review and improve numerical solution efficiency of the CMAQ aerosol module. Test and document computational speed-up obtained from code changes in numerical algorithms; 3) Provide consultation, when requested, to EPA on the addition of coarse aerosol components, including sea salt, to CMAQ's aerosol modules; 4) Perform a code review of CMAQ's aerosol modules, and enhance the in-line code documentation of the scientific and numerical routines used, including references and assumptions; and 5) Prepare a report documenting the scientific basis of CMAQ's current aerosol modules, including any revisions made as part of this work, and describing all assumptions made. The price proposed by the offeror shall be reasonable and appropriate for the types and amounts of resources required to complete the project within the time period specified in the Statement of Work.
