APPLICATIONS ARE INVITED FOR THE POSITION OF ADMINISTRATOR (SYSTEM ADMINISTRATOR AND RESOURCE ANALYSIS), NATO GRADE A-2, POST NUMBER HN-8241, ON THE STAFF OF THE SUPREME ALLIED COMMANDER ATLANTIC (SACLANT), NORFOLK, VIRGINIA, USA. THE POSITION IS ANTICIPATED TO BECOME AVAILABLE ON 1 JUNE 2003, SUBJECT TO FINAL MANPOWER APPROVAL. 2. DUTIES/RESPONSIBILITIES: REPORTS TO THE PRINCIPAL ADMINISTRATOR (BUDGET AND FINANCIAL ANALYSIS) AND FUNCTIONALLY TO THE ACLANT FINANCIAL CONTROLLER FOR NAFS SYSTEM POLICY ISSUES. A. SERVE AS THE SACLANT NATO AUTOMATED FINANCIAL SYSTEM (NAFS) SYSTEM ADMINISTRATOR RESPONSIBLE FOR SYSTEM CONTROLS/SECURITY, ENSURING SYSTEM BACKUPS ARE COMPLETED ACCURATELY, AND THE INTEGRATION OF VARIOUS PRIMARY DATABASES IN NAFS. B. PROVIDE NAFS SYSTEM ADMINISTRATOR GUIDANCE TO ACLANT SUBORDINATE COMMANDS AS REQUIRED. C. MAINTAIN AND UPDATE THE NATO MILITARY AUTHORITIES (NMA) APPROVED NAFS CHART OF ACCOUNTS (COA). D. ENSURE ALL UNDERLYING DATA TO ENABLE SYSTEM TO OPERATE ARE INCLUDED AND UPDATED, INCLUDING: (1) MAINTAINING THE EMPLOYEE DATA, I.E. ENTERING DETAILS OF ALL NEW EMPLOYEES INCLUDING INDIVIDUALS BANK DETAILS AND DE-ACTIVATING THE ENTRIES ON THE DEPARTURE OF PERSONNEL FROM THE COMMAND. (2) ENTERING NEW, UPDATING EXISTING AND DE-ACTIVATING VENDORS IN THE SUPPLIER DATABASE INCLUDING BANK DETAILS. (3) ASSISTING IN ENTERING/MAINTAINING OTHER CORE DATA ELEMENTS I.E. TRAVEL DESTINATIONS, MODE OF TRAVEL. (4) ASSISTING THE NAFS APPLICATION DATABASE ADMINISTRATOR IN UPDATING SPECIFIC DATA AS PART OF THE END-OF-YEAR PROCEDURE. E. ADD AND DELETE NAFS USERS AS NECESSARY, ENSURING PROPER SECURITY CONTROLS ARE MAINTAINED. RUN SIGNON AUDIT REPORTS TO ENSURE PASSWORD SAFETY, AND RESET PASSWORDS AS REQUIRED WITHIN SAFETY PROTOCOLS. F. ADJUST NAFS USER RESPONSIBILITIES AND RESPONSIBILITY MENUS WITHIN SECURITY PROTOCOLS BASED ON WORK PROCESS REQUIREMENTS. G. TROUBLE SHOOT WORKFLOW ISSUES RELATED TO NAFS UTILIZATION WITHIN FINANCE AS WELL AS OTHER BRANCHES IN THE COMMAND. H. IMPLEMENT ANY SYSTEM CHANGES AS DIRECTED BY THE NAFS CONFIGURATION MANAGEMENT BOARD AND COORDINATE THE RESOLUTION OF ISSUES BETWEEN THE NAFS HELP DESK IN BRUSSELS AND SACLANT. I. SERVE AS THE NAFS REPORT FACILITATOR, RESPONSIBLE FOR MAINTAINING THE AVAILABILITY OF REQUIRED REPORTS, PURGING ADHOC ONE-TIME REPORTS, AND THE CREATION OF NEW REPORTS AS REQUIRED. ASSIST IN THE DETERMINATION OF REQUIRED REPORTS FOR MANAGEMENT. J. DEVELOP AND UPDATE NAFS USER TRAINING FOR SACLANT AND SUBORDINATE COMMANDS. PROVIDE REGULARLY SCHEDULED USER TRAINING TO SACLANT STAFF. K. ASSIST BUDGET HOLDERS IN THE DEVELOPMENT AND PREPARATION OF MEDIUM TERM FINANCIAL PLAN SUBMISSIONS FOR SACLANT HEADQUARTERS, ACLANT EXERCISE PROGRAM, ACLANT PARTNERSHIP FOR PEACE PROGRAM, AND ACLANT MEDITERRANEAN DIALOGUE, USING INFORMATION SUBMITTED FROM HEADQUARTERS STAFF AND OTHER SOURCES. L. DEVELOP AND PREPARE BUDGET AND MTFP FINANCIAL ANALYSIS EXHIBITS BASED ON INFORMATION FROM HEADQUARTERS, AND SUBORDINATE COMMANDS/ ACTIVITIES (CINCSOUTHLANT, SACLANTCEN, MEWSG I, MEWSG III, JOINT ANALYSIS LESSONS LEARNED CENTRE, ASSC, NSE NORFOLK, SATCOMS, LONG LINE CIRCUITS, AND CINCEASTLANT). DERIVE AND ANALYZE HISTORICAL DATA FOR FINANCIAL ANALYSES AND FOR USE IN DEVELOPING BUDGETS AND MTFPS. M. COORDINATE WITH, PROVIDE TECHNICAL ADVICE, AND ASSIST ACLANT BUDGET HOLDER REPRESENTATIVES DURING THE DEVELOPMENT OF MEDIUM TERM FINANCIAL PLANS AND ACLANT MANAGEMENT BOARD BUDGET HOLDER SUMMARIES. N. IN COORDINATION WITH NSIP CAPABILITY PACKAGE COORDINATING OFFICERS, NSIP CAPABILITY PACKAGE MISSION SPONSORS, AND THE MANPOWER OFFICER, MANPOWER AND PERSONNEL BRANCH, COORDINATE AND DEVELOP ACLANT MANPOWER PROJECTIONS AND CAPABILITY PACKAGE FORECASTS OVER THE PLANNING PERIOD. ENSURE THE O AND M IMPLICATIONS ARE IDENTIFIED, COORDINATED AND VALIDATED. O. SCREEN AND SCRUTINIZE BUDGET AND MTFP INPUTS TO ENSURE MANPOWER AND NSIP REQUIREMENTS ARE REFLECTED AND ACCOUNTED FOR ACCURATELY. P. PROVIDE SUPPORT, AND TECHNICAL FINANCIAL ADVICE TO THE STRATEGIC MANAGEMENT BRANCH DURING ANNUAL ACLANT STRATEGIC REVIEWS OF BUDGET HOLDERS. Q. DEVELOP AND MAINTAIN STATISTICAL ANALYSIS OF FINANCIAL ACCOUNTS AND SHORT AND MEDIUM RANGE FINANCIAL FORECASTS. ASSIST IN THE FORMULATION OF FUNDING POLICY TO MEET CHANGING NEEDS AND SITUATIONS. R. PROVIDE INSTRUCTION AT THE NATO RESOURCE MANAGEMENT COURSE IN OBERAMMERGAU, GE AS REQUIRED. S. PROVIDE TECHNICAL RESOURCE PLANNING ASSISTANCE TO STAFF AND SUBORDINATE COMMANDS AS REQUIRED. T. PERFORM SPECIAL STUDIES AS ASSIGNED. THESE MAY INCLUDE EXAMINATION AND ANALYSIS OF ANY ACTIVITIES OR FUNCTIONS WITHIN THE ACLANT ORGANIZATION, WHICH HAVE DIRECT FINANCIAL OR BUDGET IMPACTS. U. PERFORM AUDITS AND OTHER DUTIES AS ASSIGNED. 3. ESSENTIAL QUALIFICATIONS: A. GOOD EDUCATIONAL BACKGROUND WITH A BACHELOR'S DEGREE OR EQUIVALENT IN ACCOUNTING, FINANCE, BUSINESS ADMINISTRATION OR RELATED FIELD WITH AT LEAST FOUR YEARS RELATED PROFESSIONAL EXPERIENCE. B. THREE YEARS EXPERIENCE WITH ORACLE, SQL SERVER, OR EQUIVALENT. C. A WORKING KNOWLEDGE OF MIS SPREADSHEET APPLICATIONS (PREFERABLY EXCEL), WORD PROCESSING, AND GRAPHICS SOFTWARE. D. MUST BE ELIGIBLE FOR A NATO SECRET SECURITY CLEARANCE. E. MUST HAVE AN EXCELLENT KNOWLEDGE OF ENGLISH (BOTH VERBAL AND WRITTEN) (SLP 4343). 4. DESIRABLE QUALIFICATIONS: A. UNDERSTANDING OF ORGANIZATION, COMPOSITION AND OPERATION OF NATO MILITARY ORGANIZATIONS. B. KNOWLEDGE OF THE NATO BUDGETARY AND CONTROL PROCESSES AND NATO RESOURCE PLANNING. C. FAMILIARITY WITH INTERNATIONAL FINANCING AND AUDITING PROCEDURES. D. EXPERIENCE IN DATA BASE ADMINISTRATION OR SYSTEM ADMINISTRATION. E. UNDERSTANDING OF FRENCH (READING AND SPEAKING). 5. PERSONAL ATTRIBUTES: A. CAPABLE OF WORKING HARMONIOUSLY IN A MULTI-NATIONAL ENVIRONMENT, WHILE REPRESENTING AND PROJECTING THE NEEDS OF ACLANT IN A TACTFUL AND FIRM MANNER. B. MUST BE PREPARED TO TRAVEL EXTENSIVELY IN SUPPORT OF THE LISTED DUTIES. 6. MANAGERIAL RESPONSIBILITIES: NONE. 7.
