- NA This project consists of the installation of a Hydrant Fueling System, Phases I and II at the Portland Air National Guard Base in Portland, Oregon. Phase I will be the basic contract; Phase II will be an option. FUNDS ARE NOT PRESENTLY AVAILABLE FOR PHAS E II OF THIS PROJECT. Phase I of this project consists of the installation of a Type III hydrant system (including approximately 2400 LF of 10?????? pipeline) from pump house to aircraft parking area and installation of 3 aircraft fueling pits (600 GPM); removal of approximately 46,000 SF of asphalt paving and 27,000 SF of PCC pavement for hydrant loop piping from the pump house to the concrete apron; application of a 6?????? structural concrete overlay to the East half of the aircraft parking area, approx imately 367,000 SF; renovation of pump house equipment; addition of a 270 SF canopy to the pump house to accommodate the Type III system; providing a 200 SF addition to the Control Building; and providing a 320 SF addition to the OPS Building for fuel pump control. Phase II of this project consists of extending the Phase I hydrant system to include 3 additional aircraft fueling pits with approximately 600 LF of 10?????? pipeline; removal of approximately 37,000 SF of asphalt paving and 32,000 SF of PCC pav ement for hydrant loop piping from the pump house to the concrete apron; and application of a 6?????? structural concrete overlay to the West half of the aircraft parking area, approximately 367,000 SF. This solicitation will be issued as an Electronic Bid Set (EBS) and will be available to download on or about 26 June 2003 at: http://www.nws.usace.army.mil/ct. N0 CDs OR HARD COPIES WILL BE AVAILABLE. Offerors are responsible for checking the referenced page for any update(s) to the solicitation. The website is occasionally inaccessible due to maintenance. Estimated dollar value is $5 to $10 million and the completion period is 720 calendar days. The North American Industry Classification System (NAICS) Code for this project is 236220. Project is open to both large and small business. If you are a large business and your proposal will e xceed $1 million, you will be required to submit a subcontracting plan with goals for small business, small disadvantaged business, women-owned small business, HUBZone small business, and veteran-owned and service disabled veteran-owned small business conc erns. For purposes of this procurement, a concern is considered a small business if its annual average gross revenue taken for the last three fiscal years does not exceed $28.5 million.
