Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for = this synopsis/solicitation is 517212 (Size Standard 1,500 employees) Solicitation/Purchase Request number F5TEXX31210200 is issued as a = Request for Quote (RFQ). This document incorporates provisions and clauses = that are in effect through Federal Acquisition Circular 2001-13 effective 17 Apr 2003. The Government intends to award one contract line item = number (CLIN) for a VTC System with Plasma Monitor and Cart. The procurement = for this VTC System includes the following: 50" Plasma Display, Option Card for Plasma, Powered Speakers, Polycom ViewStation = FX with quad BRI Interface Module, Quad BRI Network Terminator, Polycom Visual Concert, Combo DVD/VHS Player, 50' SVHC-SVHS Cable, = Installation, 1 Year On-Site Support, and FOB Destination. Additional technical specifications are as follows: ViewStation FX system w/ integrated multipoint for up to 4 sites. =B7 Optional network: Quad BRI. =B7 Supports H331 Broadcast Mode. Item Part # Description (Polycom) Country Kit PT-900-CK-A Power cords - US Standard Language Kit PT-LK-E Keypad in English Quotations that do not include prices for all Requirements will not be considered. The item must be delivered no later than 60 days after contract award. Deliver to Hanscom AFB, MA. 01731. The following provisions and clauses apply to this procurement: FAR 52.211-6 in full text: Brand Name or Equal (AUG 1999) (a) If an item in this solicitation is identified as "brand name or = equal" the purchase description reflects the characteristics and level of = quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must = meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- 1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; 2) Clearly identify the item by- i. Brand name, if any; and ii. Make or model number; 3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and 4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis = of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting = Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the = brand name product referenced in the solicitation. Evaluation/Award = will be made to the responsible offeror whose proposal is determined to represent the best value to the Government, considering technical acceptability, past performance, and price. Technical and past performance, when combined, are significantly more important than = price.
