- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F25600-03-T-0015 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-13. The NAICS Code for this acquisition is 451211 and the size standard is 6.0 Million. The Government intends to issue a firm fixed price purchase order for the following services: CLIN 0001: Audio Book Lease Service/Quantity Needed = 1: Period of Performance is 1 JUN 03 ? 1 JUN 04, Description of Services to be procured: Lease of newly published audio and printed titles to include but not limited to best sellers, popular fiction, nonfiction and biographies. Offeror must provide verification that the service will include 1. Support of a 2000-volume collection with new titles rotated into the collection on a monthly basis; 2. Multiple copies of audio and printed titles to include, but not limited to, best sellers, popular fiction, popular nonfiction and biographies; 3.Titles for all ages including Adult, Young Adult, and Juvenile; 4. Hardback ?Prebound? copies of popular first-time-in-print paperbacks; 5. The return and/or exchange of used, outdated and/or damaged titles at no cost to the Government; 6. Procedures for the special order of non-catalog items; 7. Procedures for online ordering; 8. The provision of a monthly status report ? offer must include procedures for this provision; 9. The option to purchase titles twice per year. If offer is at a discounted rate, offer may include the rate as a percentage or prices based on the age of the individual book; but must specify how the discount price will be determined; 10. Identification numbers must be provided on the spine of each book which includes the month and year of the initial lease provision. CLIN 0003: Children Book Lease Service/Quantity Needed = 1: Period of Performance: 1 JUN 03 ? 1 JUN 04. Description of Services for Children?s book lease plan: 1. Contractor shall provide children?s hardcover books as selected by the Offutt AFB Library staff. 2. Selection source. Contractor shall provide monthly catalog of selections for new and soon-to-be published children?s books written for the pre-K to fourth grade child. Monthly catalog shall include, for each item, the necessary ordering information, brief summation of contents, and referral to major reviews as applicable. 3. Administration. Monthly status report. Contractor shall provide monthly status report of account, to include historical data for current year, monthly allowance for use, and current balance. Returns: Contractor shall allow return of damaged items for credit or exchange. Special orders: Contractor shall allow ordering of items not in the catalog, as long as they are available via the contractor?s normal sources. Multiple copies: Contractor shall allow the ordering of multiple copies of titles. Ordering: Contractor shall allow ordering via fax, phone, or, when available, online. All allowances are not required to be used each month by the Library staff, but the total available amount may not be exceeded.
