Description
The National Institute of Standards and Technology (NIST) is conducting a national building and fire safety investigation of the World Trade Center (WTC) disaster. More information about NIST's investigation may be found at the NIST Web site http://wtc.nist.gov. This solicitation will contribute to completion of the objectives of Project 4, Investigation of Active Fire Protection Systems. Specific information for Project 4, may be found by following this link to the NIST Web site http://wtc.nist.gov/media/WTCplan_new.htm#proj4. The objectives of this solicitation, involving WTC buildings 1, 2, and 7 are to: 1)document the design and installation of the fire sprinklers system, standpipe system, and pre-connected hoses and compare designs to applicable code and standards requirements; 2)document the design and capacity of the water supply systems to the fire sprinklers including provisions for redundancy; 3)identify and document differences in the design of the water supply, fire sprinkler system, standpipe system, and pre-connected hoses between WTC 1, 2, and 7; 4)document the normal operation and effect of the fully functional fire sprinkler system, standpipe system, and pre-connected hoses for fire control; and 5)document the performance of the fire sprinkler system, standpipe system, and pre-connected hoses on September 11, 2001. Details of this requirement will be provided in the solicitation. The requirement will be for a period of six (6) months with an Exercise of Option for an additional four (4) months for professional assistance to integrate information from this study with information from other parts of the investigation. Award of a Firm Fixed Price (FFP) commercial Purchase Order is anticipated. FAR Part 13.5 "Test Program for Certain Commercial Items" will apply to this requirement. It is anticipated that a single solicitation will be issued on or about May 27, 2003 at www.fedbizopps.gov. The solicitation, all amendments and any questions and answers to the solicitation will be posted to FEDBIZOPPS and are totally the responsibility of the Offeror. No mailing lists will be kept and no hard copy of the RFQ will be available.
