Description

The National Institute of Standards and Technology (NIST) is conducting a national building and fire safety investigation of the World Trade Center (WTC) disaster. More information about NIST's investigation may be found at the NIST Web site http://wtc.nist.gov. This solicitation will contribute to completion of the objectives of Project 6, Structural Fire Response and Collapse. Specific information for Project 6, may be found by following this link to the NIST Web site http://wtc.nist.gov/media/WTCplan_new.htm#proj6. The objectives of this solicitation are to: Evaluate the structural response of WTC 7 to internal fires that contributed to the collapse of the building. The structural models and sequence of collapse initiation must be consistent with the video and photographic records, and other documented observations of the event. The analyses will include the effect of member and/or connection failures and the resulting load redistribution in the structure. Details of this requirement will be provided in the solicitation. The requirement will be for a period of six (6) months. Award of a commercial Indefinite Delivery/Indefinite Quantity (IDIQ) contract is anticipated with Firm Fixed Price Task Orders to be issued. FAR Part 13.5 "Test Program for Certain Commercial Items" will apply to this requirement. It is anticipated that a single solicitation will be issued on or about June 2, 2003 at www.fedbizopps.gov. The solicitation, all amendments and any questions and answers to the solicitation will be posted to FEDBIZOPPS and are totally the responsibility of the Offeror. No mailing lists will be kept and no hard copy of the RFQ will be available.
