Description
The overall purpose of the SWING Program is to provide an efficient, in-place process for the rapid incorporation of future weapons on the B-52H through contract addenda, which will identify specific weapon requirements and the direct the execution of individual weapon integration programs. The Contractor shall define, design, document, test and execute all integration and development activities, for both the hardware and software, required to certify weapons use and performance on the B-52H. The Contractor shall possess Concept Exploration (CE) and System Development and Demonstration (SDD) attributes. The scope of the basic Statement of Work (SOW) will be provided as a framework for the anticipated SWING efforts. Tasks authorized under this contract will be specified in addenda to the SOW. Adjustments to the SOW requirements for individual tasks (systems) will be specified by exception in each Statement of Work Addendum (SOWA). The SWING Program effort will evolve in several ways beginning with the initial integration of the Miniature Air Launched Decoy (MALD) and Wind Corrected Munitions Dispenser-Extended Range/Global Positioning System (WCMD-ER/GPS) weapons on to the B-52H and subsequent contract addenda which will execute the integration of weapon spirals such as the Small Diameter Bomb (SDB), MALD-Jammer (MALD-J), and the Joint Air to Surface Standoff Missile-Extended Range (JASSM-ER). 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Subcontracting opportunities may be addressed to Boeing. The approximate date for Solicitation issue will be 15 July 2003 Solicitation Response date, 15 Sep 2003 Anticipated contract award date, 15 November 2003
