- This Federal Business Opportunities (FedBizOps) announcement constitutes a Notice of Contract Action (NOCA) whose purpose is to extend the ordering and performance periods for the Reconnaissance, Intelligence Ground Systems (RIGS) Products and Services (RPS) Contracts with Lockheed Martin Corp. (F19628-97-D-0008) and Raytheon Corp. (F19628-97-D-0009). The Contracts ordering period will be increased by (3) years, from ending 31 December 03 to 31 December 06. The Contracts period of performance will also be increased by (3) years, from ending 31 December 04 to 31 December 07. This change will not increase the ceiling price of the two Contracts. The extension is a contract action required to provide for the acquisition of upgrades to existing Subsystems, Ground Control Processor (GCP) and Deployable Ground Intercept Facility (DGIF), which were developed and fielded by the aforementioned Contractors, as parts of the Distributed Common Ground Station (DCGS). The anticipated upgrade candidates planned for functional integration into the two Subsystems, are Network Centric Collaborative Targeting (NCCT) and Advanced Signals Intelligence Payload (ASIP). The NCCT Program goal is to demonstrate initial concepts of Intelligence, Surveillance, Reconnaissance (ISR) platform collaboration over a common network to expedite persecution of time sensitive targets. Formation of initial concepts is scheduled thru 2005. The ASIP Sensor Program is a development effort centered on providing a near-term SIGINT capability on-board Unmanned Aerial Vehicles (UAVs). Its development period will proceed thru 2007. The scope of the subject RPS Contracts scope is concerned with ground-based ISR solutions, similar to the planned upgrades. The Government intends to contract with Lockheed Martin and Raytheon as the only holders of RPS Contracts under authority of FAR 6.302-1 (a) (2) (ii) (A) and (B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" This notice does not constitute a request-for-proposal, nor does it restrict the Government to an acquisition approach, nor should it be construed as a commitment by the Government.
