Description
NAICS Code: 334516 The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis under the Simplified Acquisition Procedures with Ciphergen Biosystems, Inc., 6611 Dumbarton Circle, Fremont, CA 94555 for the acquisition of a Biomek 200 with ProteinChip Biomarker Integration Package. The minimum requirements of the instrument are: (1) The system shall perform automated preparation of complex biological samples onto Protein Chip Arrays; (2) The system shall be configured to be fully integratable with the ProteinChip Biomarker System; (3) The system shall include pre-written methods for automation of ProteinChip proteomics, and the methods shall be editable by the user for further customization of protocols. Pre-written methods shall include: Pre-fractionation of samples through chromatography media; Pre-conditioning of array surfaces as needed; Loading of samples to the array spot positions; Washing of the array surfaces; Application of Energy Absorbing Molecule (EAM) for final preparation before assay reading in the ProteinChip instrument; (4) The system shall include a sample mixer/shaker linked to the robot's software control; (5) The system shall accommodate two or more Ciphergen Bioprocessor units; (6) The system shall be capable of performing rapid, high volume washing of the wells in the 96-well (8-spot arrays) format; (7) The system shall provide a sample filtration system which automates the pre-fractionation of complex biological samples in the 96-well format; (8) The system shall have a high precision multichannel pipette tool capable of rapid loading of samples (one pass per array for Ciphergen 96-well bioprocessor); (9) The system shall have a dedicated controller (personal computer) with all necessary software and enable method editing and customization of ProteinChip Array sample preparation protocols. (10) The contractor shall provide a one year on-site warranty for each hardware, software, and firmware product delivered. (11) All equipment will be installed on site and familiarization training provided within 60 days of purchase. The unique aspects of this custom system is its ability to automate Protein Chip Profiling protocols in conjunction with biomarker discovery applications. No other technology is know to have these combined capabilities. EPA believes Ciphergen Biosystems, Inc., is the only vendor capable of satisfying the requirements stated above. The circumstance permitting "other than full and open competition: is FAR 6.302-1 -- Only one responsible source and not other supplies or services will satisfy Agency requirements. The North American Industry Classification System (NAICS) Code 334516, with a small business size standard of 500 employees, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide evidence of the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualifications fully explaining there capability no later than 15 days after the date of this publication.
