Description
Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract for Systems Engineering, Management and Integration (SEMI) support for the PMA-280 Tomahawk Systems Engineering Organization (SEO). This effort will include support for the baseline Tomahawk Weapons System (TWS), Tactical Tomahawk and other planned TWS improvements. This contract will provide program management and systems engineering services needed by the Tomahawk SEO to support all TWS segments. NAVAIR intends to award this effort to Raytheon Company, Missile Systems Business Unit (RMS), P.O. Box 11337, Tucson, AZ 85734-1337. Since 1994, RMS has been the sole developer, designer, and manufacturer for the Tomahawk All-Up-Round (AUR) and also RMS has been the sole contractor supporting the Tomahawk SEO exclusively for the resolution of Tomahawk system wide engineering issues. Raytheon currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapon System. They possess the required knowledge and documentation necessary to integrate new technologies into the AUR, and to assess their impacts to the entire TWS. Because detailed knowledge of, and experience with, all segments of the Tomahawk Weapon System is required to conduct tasking under this contract, RMS is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The estimated period of performance is from October 2003 through September 2004 with a potential for a one-year extension.
