- Sources Sought Synopsis for the purchase of 12 F-16 aircraft for Oman, Request for Information. This announcement constitutes a request for information. The Royal Air Force of OMAN (RAFO) has contracted with the Government of the United States (USG) and Lockheed Martin (LMTAS) to purchase 12 F-16 aircraft for their country ? 8 each F-16C and 4 each F-16D, Block 50/52. It is the responsibility of the OMAN program at Hill AFB, Utah to provide all Standard Support Equipment (SSE) for them using Case SDC and Line 007. We are seeking contractors who can manufacture the attached listing. Most of these SSE items are Acquisition Advise Coded (AAC) F, which is defined in the Logistics Operations Defense Logistics Agency Hand Book as: ?FABRICATED OR ASSEMBLE* NONSTOCKED ITEMS National Stock Numbered items fabricated or assembled from raw materials and finished products as the normal method of support. Procurement and stockage of the items are not justified because of low usage or peculiar installation factors. Distinctions between local or centralized fabricate/assembly capability is identified by the Sources of Supply Modifier in the Source of Supply Column of the Service Management Data Lists.? A lot of these items are old, and through the years have had obsolete parts and drawing changes. Most of the drawings are in the Tech Order, but not the changes that have been made to them. Raytheon Technical Services in Indianapolis has made these parts for FMS for about 9 years and are up to date on all of the changes and obsolete parts. Any manufacturer bidding on this requirement would be required to be totally familiar with the problems on these parts throughout the past few years and be able to make them right for the country. Delivery of these items is for December 2004. We are also looking for good competitive bids and quality workmanship. A guarantee is required from the contractor that these parts will work in every form, fit and function on the F-16D model aircraft. Interested parties are requested to submit a summary of the capability and facilities they have which will allow them to perform the manufacture of the attached items. A rough order of magnitude (ROM) cost estimate and an estimate of the anticipated time between contract award and first production article delivery are also solicited to assist in the budgeting process. The cost and schedule estimates are for planning purposes only and the contractor will not be bound by these preliminary estimates. Please limit your response to twenty (20) pages. This request for information does not constitute a commitment, implied or otherwise, that procurement will be accomplished. The Government does not intend to contract on the basis of this request or otherwise pay for the information solicited. Reponses must be submitted by 30 Jun 2003 to peggy.frecker@hill.af.mil.
