Description
The Federal Aviation Administration intends to award a single source = contract in accordance with FAA AMS 3.2.2.4.1.2 to Zeta Associates to meet = the current and future requirements for WAAS technical support on matters r= elated to GNSS modernization. The period of performance for the planned Zet= a Associates contract is for a base of 3-years; and 2-one year options =E2= =80=93 June 1, 2003 through May 31, 2006. It has been determined that it i= s in the best interest of the Government to acquire these services from the= contractor on a single source basis for the following reasons:=20 =C2=B7=09Technical Expertise: For the past seven years Zeta has provided s= ystems engineering support to the FAA WAAS Product Team on matters relating= to GPS system engineering and signal processing, GPS/WAAS antenna design, = production, & deployment, integrity design for the WAAS Code Noise Multi-pa= th monitor, RF interference, and interference mitigation techniques. =20 =C2=B7=09Past Experience: Zeta=E2=80=99s has provided the highest quality = systems engineering and analysis to the WAAS Program to ensure that the ful= l knowledge base of the US Government. =20 =C2=B7=09Cost & Schedule: The technical expertise and experience of key re= sources, test tools, and equipment dedicated to the WAAS program under the = Zeta contract represent a significant investment by the FAA, which has sign= ificantly reduced overall program costs and schedule risk.=20 The efforts required in the planned contract include: WAAS Support, Interfe= rence Mitigation Techniques, GNSS Support, and LAAS Support. These vital tasks require an intimate understanding of the WAAS corrections= & verification processing threads, the integrity design, and the analytica= l basis for verifying the safety of the overall system. All submissions received by the FAA will be treated as Proprietary Informat= ion unless otherwise requested by the individual submitter. Interested par= ties are requested to submit responses to this RFI totaling no more than 15= pages, by 2:00 p.m. May 20, 2003 to: Federal Aviation Administration Attn: Ms. Susan D.
