- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation NMA30103R0010 is issued as a request for proposal (RFP). This solicitation document (NMA30103R0010) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. The NAICS Code is 72110 with a small business size standard of $6 million annual sales. Item 0001 - Full Service Conference Facility to support an offsite for the Annual Meeting of the Agency Technical Representatives, for one week between September and October 2003. It is estimated that there will be 100 people staying overnight with 65 guest speakers that could be eating one meal each. Participants may arrive Sunday evening (allow for one meal) and leave no later than Friday afternoon (allow for lunch but no snacks). The facility must include a general session conference room, four breakout rooms, conference business service support (copier access and fax access), on-site conference coordinator, on-site lodging (single occupancy rooms with private bath), food service (3 meals per day and morning and afternoon beverages and snacks), and after conference hours indoor and outdoor recreational activities such as game rooms, swimming pool, exercise room, hiking and biking trails, tennis/racquet ball courts etc.), and on-site audio-visual equipment and supplies (conference room should have table and chairs for all, paper and pens for all, 1 VHS player and Color Monitor, 1 overhead projector, 1 screen, 1 phone line for internet (modem) hookup, 1 computer projector, 1 microphone speaker area/table, and in each breakout room= a few tables and chairs, 1 phone line for internet (modem) hookup, 1 screen, 1 easel with paper, and 1 whiteboard with pens.), The site must be located no closer than 30 miles and no further than 120 miles from Bethesda, Maryland. Three references for similar type of events should be identified. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation- Commercial Items, applies to this acquisition. Offerors will be evaluated based on ability to provide services that meet the Government requirements, price and past performance. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (Alternate I), with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial Items, including 52.222-21, 52.222-26, 52.222-35. 52.222-36, 52.222-37, 52.225-13, and 52.232-33 applies to this acquisition.
