Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)] for The Design and Fabriation of two reformers, one for authothermal (ATR) reforming, and one for catalytic partial oxidation (CPOX) reforming. The contractor shall perform the following tasks: (1)Design and fabricate two reformers, one for autothermal (ATR) reforming, and one for catalytic partial oxidation (CPOX) reforming. The reformers shall be designed for processing Jet-A fuel at a rated equivalent of 10KWe power output in accordance to NASA Glenn Research Center?s (GRC) Aircraft Auxiliary Power Unit (APU) application requirements. The reformer shall be designed to operate in the range of 0-10 psig, 1300 to 2050oF. (2)The reformer test articles stated in Item 1 shall include catalysts, instrumentation for reactor internal temperature and pressure measurements, a raised face flange interface to accept the NASA GRC supplied feed injectors. (3)Deliver the following hardware and reports to GRC within eighteen (18) weeks after contract award. a.Hardware ? two (2) reformers as described in Items 1 & 2. b.Reports ? The contractor shall provide a report for each reformer. This report shall include but not limited to: all pertinent fabrication drawings; identification of catalyst bed; and the description of test article?s mechanical design conditions, design principles & key design parameters; the expected reactor performance within the desired operating range as prescribed by NASA GRC; and the recommended operating procedures for start-up, shutdown, and normal operation. (4) A nominal microlith reactor diameter of 3 inch is preferred but not required. The contractor shall notify NASA GRC, within six (6) weeks after contract award, the actual outside dimensions of the reformers and a list of piping and instrumentation interfaces. The contractor shall provide two (2) spare catalyst beds for each reactor stated in Item 1. The provisions and clauses included in the RFQ are those in effect through FAC 97-83. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 336413 and 500 eemployees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Glenn Research Center,21000 Brookpark Road, Cleveland, OH 44135 is required within 18 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by COB 5/28/03 to NASA/Glenn Research Center, Attn: Carol K. Sharp, Mail Stop 500-306, 21000 Brookpark Road, Cleveland, OH 44135, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN),Contractor CAGE Code, identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
