Description
Closing date corrected to May 16, 2003, 3:00 PM local time Silver Spring, Maryland. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NCND0000-3-00113 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This procurement action is set aside for small businesses. The associated North America Industry Classification System is 541611. A firm is a small business for the purpose of this requirement if its size standard is $6 million. National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coastal Research Management (OCRM), National Marine Protected Area Center (MPAC) requires the services of a contractor that has knowledge of MPA issues and management experience in marine protected areas. The contractor shall provide the following educational services on a firm fixed priced basis: (1) develop information for marine educators regarding Marine Protected Areas (MPAs); (2) foster the exchange of knowledge within the MPAs communities; and (3) integrate information into the Center's goals and tasks. The specific requirements identified in the attached Statement of Work (SOW) are: 1) prepare an Executive Summary; 2) prepare text for Legislation poster; 3) update the education component of the mpa.gov web site; 4) prepare and distribute emails; 5) research and draft background papers; 6) develop content for a magazine; and 7) coordinate education activities. The period of performance shall be one year from date of award. The evaluation factors listed in descending order of importance are 1) technical and management approach, 2) quality of personnel, 3) past performance, and 4) price. Proposals shall address: MPA policy analysis & synthesis, education product development; outreach and assessment, coordination/integration of projects with NOAA Ocean Service activities, development of partnerships, and knowledge of basis for MPA management. Quotes are limited to 5 pages and shall be in accordance with the attached RFQ. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision.
