Description
Gifford Pinchot National Forest 10600 NE 51st Circle Vancouver, WA 98682 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. R6-GIP-3-025 is issued as a Request for Quotes for a Commercial Item. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. This is a 100% set-aside for small business. NAIC code 541612, size standard $6m. Delivery of services will be to: Mount Baker ? Snoqualmie National Forest 21905 64th Ave. W. Mountlake Terrace, WA 98043 The scope of this contract is to secure the following Human Resource Services: A. Recruitment and Internal Placement. 1. Staffing ? Contractor shall review the position description and the Request for Personnel Action to ensure adequate and appropriate knowledge, skill, and ability requirements are identified which will provide the basis for preparation of the vacancy announcements and candidate evaluation. When needed, discusses required with supervisor. Contractor also prepares Vacancy Announcements within Federal and Agency internal and external Demonstration delegated authority for issuance by the Mount Baker-Snoqualmie National Forest Human Resources office. 2. Qualifications Analysis ? Contractor shall evaluate applicants responding to vacancy announcements determining legal and regulatory job eligibility requirements such as veteran?s eligibility, OPM qualifications, agency qualifications, and application of education and experience. Contractor shall produce Selection Certificates and/or lists of eligible candidates. 3. Reduction in Force ? Contractor shall review management?s objectives for reducing the size of elimination of the identified work force and provide analysis of the organization, positions and incumbents to assure that Federal and agency rules regulations, and policies are being met and prepare recommendations and/or alternatives for the work force reduction. This includes providing assistance in conducting A-76 studies on competitive sourcing. B. Classification of Positions: 1. Paper audit and classification ? contractor shall review proposed position description, organization charts, conduct telephone interviews with supervisor and review other pertinent documentation regarding the position and prepare supporting evaluation in support of recommendation for position classification. 2. Desk Audit and Classification ? Contractor shall conduct a desk audit interview with employee and supervisor and other pertinent documents regarding the position and prepare supporting evaluation in support of recommendation for position classification. C. Training: 1. For Items in A and B, contractor shall provide training to Forest Human Resources Personnel on the above subjects. 2. Contractor shall provide training to Forest employees or Human Resources Personnel on the above subjects and other subjects identified on an as-needed basis, such as outplacement, preparation of resumes, developmental career programs, determining the best and most cost-effective methods of meeting organizational and career development needs. I. Schedule of Items A. Mt. Baker-Snoqualmie NF 1. Staffing as described above $____ each. 2. Qualification Analysis as described above $______ each for group of 20 applicants or portions thereof. 3. RIF Consultation as described above $_________per hour or $________ per 8 hour day of consultation. 4. Paper Audit and Classification as described above $___________ per position. 5. Desk Audit and Classification as described above $_________for each position. 6. Organizational review as described above $_________ per hour or $___________ per 8 hour day of consultation if not covered by the desk audit and classification. 7. Training as described above $_____________ per day. B. Note: Other Forests in Washington State may request these services. Please indicate pricing for additional work for Forests located either in Eastern or Western Washington, using the same pricing schedule listed above. Period of Contract: This will be a one year Requirements contract, with two one-year renewal options. Indicate price increases, if any, for subsequent years. Contractor will be awarded all personnel work listed above that is earmarked to be contracted out. One award per bid item is possible; minimum order amount is $25,000. The Government reserves the right to do personnel work in-house. Location of services shall be either off-site or at a MBS office. If travel is required and authorized, the Government will reimburse the Contractor pursuant to the Federal Travel Regulations. Evaluation Factors for award are: 1. Record of Past Performance, 2. Organization and experience of staff. 3. Price. Price is less important that technical evaluation factors. Award will be based on the best combination of technical and price proposals. Award may not be made to the lowest price; the Government reserves the right to make technical/price tradeoffs. All work will be ordered by Task Orders issued by the Contracting Officer, either by FAX, verbally and followed up in writing or by e-mail. Contractor furnishes everything necessary to complete the work, other than that specified as Government-furnished property. Government furnished property shall include: 1. Task orders for services requested. 2. Applicable organization rosters, charts and employee information. 3. Position Descriptions. 4. Copies of known applicable OPM, Department, or agency classification decisions. 5. Copies of agency classification standard criteria not available on the OPM website. 6. A list of relevant contacts for each task order. The provisions at 52.212-1, Instructions to Offerors, Commercial Items apply to this solicitation. The provisions at 52.212-2, Evaluation ? Commercial Items apply to this solicitation. Offerors must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications ? Commercial Items, with their offer. The Clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this solicitation. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes, or Executive Orders ? Commercial Items, also applies to this solicitation. The Service Contract Act, wage determination # WA 1994-2563 Rev. #22 dated 10/09/2002 also applies to this solicitation.
