Description

Commercial-Off-the-Shelf Solicitation The General Services Administration, FTS Region 09, intends to issue a sole source contract to Biometric Security Card, Inc on behalf of DoD Biometrics Fusion Center (BFC), Bridgeport, WV utilizing the Simplified Acquisition procedures under authority and limits of FAR Parts 12 and 13.501. FAR Clauses 52.212-3 and 52.212-4 also apply. This procurement is part of the BFCs Test and Evaluation program to select and evaluate promising Commercial-Off-the-Shelf biometrics products. The objective of this contract will be the provision of the following: (1)BioProtect CAC "2D" Bar Code Authentication and Image Database Testing System to include: BioProtect CAC "2D" Bar Code Authentication System(2)Software development to include the following: Re-write of the Motorola assembly language BioProtect enrollment, verification, application (partial), and BioAPI interface programs in "C" language. Enhance the BioProtect application programs to support the "2-D" bar code scanner and "2D" bar code printer. Develop the MS "get image" and "read data" DLL commands.(3)Hardware includes the following: BioProtect 2002 Ex finger sensor device (excludes magnetic stripe reader/writer); BioProtect 2002 Ex limited warranty; Hand Held Products, Inc. Image Team 4710 ESD Fixed Mount "2D" Image Reader; Reads "2D" symbologies including PDF 417 and Code 39; Includes original manufacture's warranty; Zebra TLP 3742 Thermal Transfer Barcode Printer; Prints "2D" symbologies including PDF 417 and Code 39; Includes original manufacture's warranty; Serial Cable for BioProtect device; Serial Cable for Barcode printer; Power supplies; 1000 Printer labels. (4)Support Services to include the following: Two days on-site support provided by two BSC representatives to deliver and install the system. Additional on-site support will be provided at no charge to address installation or operational problems. Technical support department and customer service department telephone support available Monday through Friday from 9:00 AM to 5:00PM EST. Technical support and customer service telephone support provided at no charge for the first three months following system installation. Free BioProtect software upgrades are provided by BSC for the first three months following system installation. BioProtect Image Database Testing System: Software development to include the following: Re-write of the Motorola assembly language BioProtect image processing programs in "C" language. Create image database-testing program, which provides a capability for processing finger images in the WSQ (FBI) and BMP file formats; records and catalogs biometric templates in a Biometric Identification Record database; and logs image and verify scores in a Log database. Develop of a basic program to analyze the scores in the Log database and print a Biometric Performance Report. Support Services to include the following: One day on-site support is provided by BSC representatives to initially deliver and install the system. Additional on-site support provided at no charge to address installation or operational problems. Technical support department and customer service department telephone support available Monday through Friday from 9:00 AM to 5:00PM EST. Technical support and customer service telephone support provided at no charge for the first three months following system installation. Free BioProtect software upgrades provided for the first three months following system installation. No BSC Support Agreement is required. BioProtect is trademark protected. A justification for Other than Full and Open Competition has been prepared in support of this acquisition and is on file in the Project File Folder. This request is considered to be sole source to Biometric Security Card, Inc.; therefore, no solicitation will result from this announcement. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. All inquiries and price quotations shall be submitted to Cecil Dyer (cecil.dyer@gsa.gov) and will only be accepted by email. All responses received by 4:00 p.m., PST, 05/16/03 will be considered by the government.
