Description
This is a Sources Sought Notice requesting information needed by the Government prior to the release of any potential solicitation. Please read this entire synopsis. Interested parties responding to this synopsis should identify their response under #RAQ035001. This is not a request for proposal and in no way obligates the Government to award a contract. The U. S. Department of the Interior (DOI), Bureau of Land Management (BLM), National Interagency Fire Center (NIFC) is seeking sources capable of providing a wide array of facility maintenance support services at its National Fire Center in Boise, Idaho. BLM intends to perform a cost comparison, pursuant to OMB circular A-76 and the BLM Competitive Sourcing 2003 Express Review Guide in order to determine the most cost-effective service provider. Accordingly, a contract may or may not be made in accordance with OMB Circular A-76 and all other applicable DOI and Government acquisition regulations. The requirement falls under NAICS code 561210 Facilities Support Services. General Information: Facility maintenance support services for the NIFC complex in Boise, Idaho covers approximately 58 acres and 23 buildings (totaling approximately 300,000 square feet). The building range in age between 10 and 35 years approximately. The complex has approximately one mile of roads and parking areas. The facility maintenance support services include but are not limited to the following: 1) Grounds Maintenance: lawn and planted areas: mow and trim approximately 6.1 acres of grass, fertilize 3 times per year, apply herbicides per state licensing requirements, weed, prune, plant trees and shrubs; roadways, parking, walkways: sand, de-ice, remove snow; landscape maintenance: maintain waterfall and pond, repair and maintain sprinkler systems (approximately 1200 heads of various types); equipment maintenance: maintain and repair a variety of lawn equipment such as small and large riding mowers, push mowers, edger, line trimmers and blowers; maintain and repair snow removal equipment, sanding trucks; operate back hoe, forklifts, tractors, gas compactors. 2) HVAC Maintenance and Repair: change filters on quarterly, semi-annual and annual schedule; perform unscheduled maintenance of HVAC systems including but not limited to roof top units, boilers, 30 ton air handlers, furnaces, condensers, hot water heaters, roof exhaust units, hot water circulation systems, air compressors, air dryer systems, radiant tube heating, digital control systems. Service technicians must by CFC certified and have a current HVAC National Electrical Code Certification. All repairs and replacements must be in accordance with ASHRAE and ASME standards. 3) General Maintenance/Carpentry: prepare and paint exterior and interior walls as per ANSI; replace laminate on desks and countertops; fabricate metal brackets and braces; design and construct shipping crates; exterior repair of siding, metal, masonry and composite surfaces; install and repair sheet rock; repair or replace metal and wood windows and doors, chain link and vinyl fencing, cabinets, display cases, counter tops, bookcases, and other wood products; develop site for concrete sidewalls, stem walls, foundations, footings, and slabs, per ANSI/UBC; plan, design, and prepare cost estimates for new construction and remodeling; repair and install suspended ceilings; maintain and repair a variety of shop equipment: saws, sanders, joiner, routers, drill press, reciprocating saws. 5) Maintain electrical systems: interior and exterior lighting systems, log maintenance illustrating all alarms and meter details, conduct electrical tests on sewer lift station (must be certified as a confined space one entry person); perform electrical inspection of Motor Control Center; perform electrical start up of 10 HP deep well pump to water lawn; check electrical safety of security gates; trench and dig for installation of conduit.
