Description
NA CONSTRUCTION OF FACILITIES/UTILITIES/INFRASTRUCTURE - AL DHAFRA AIR BASE, UNITED ARAB EMIRATES, SOLICITATION NUMBER DACA78-03-R-0002,DUE 30 July 2003, POC: Christina Loy, 540-665-3689. This announcement is for the purpose of soliciting names of firms or j oint ventures interested in submitting an offer for the Force Protection of Facilities, Utilities, and Infrastructure at the Al Dhafra Air Base, Abu Dhabi, United Arab Emirates. Eligible contractors are U.S. construction firms or foreign construction firms or joint ventures between U.S. and foreign construction firms. To be considered a U.S. construction firm, the firm must perform construction as a significant portion of its business; must be incorporated and have its corporate headquarters in the U.S. fo r a minimum of three years; shall have filed state and federal income tax declarations for a minimum of three corporate years within the preceding four-year period. having paid any applicable taxes determined to be due as a result of such filing; and emplo y U.S. citizens in key management positions. To be considered foreign firm, the firm must be a minimum of fifty-one percent foreign owned and an independently owned firm. Foreign firms, which are partially or wholly owned by or otherwise affiliated with the Government of the United Arab Emirates or its agencies, are ineligible. Performance and payment bond or a Bank Letter of Guaranty is required for this project. The solicitation is subject to the North American Free Trade Agreement. The estimated cost of this project is between $10,000,000.00 and $25,000,000.00. PROJECT SCOPE: The work includes but is not limited to the construction of a Dining Facility, Headquarters Facility, Civil Engineer Facility, Transportation Maintenance Facility, Fitness Cent er, Chapel, Medical Clinic Fire Department, Post Office and ten dormitories, associated utilities, base roads and parking. Location of Construction is Al Dhafra Air Base, Abu Dhabi, United Arab Emirates. PLANS AND SPECIFICATIONS: The Government shall furnish two (2) copies of the CD-ROMs containing the specifications and plans to prospective contractors. Paper copies will NOT be available. EVALUATION PROCEDURES: Award of this solicitation will be based on a Best Value Trade-Off source selection process requiring both a Technical and Price proposal. Evaluation factors will include but are not limited to, Experience, Management, and Past Performance. Price will be evaluated for reasonableness and an unde rstanding of the Scope of Work for this project. The contract will be awarded on a firm-fixed price basis. Tentative date for issuance of this Request for Proposal (RFP) is 16 June 2003. Tentative date for receipt of proposals is 30 July 2003. SITE VISI T: A pre-proposal site visit is tentatively scheduled for 2 July 2003. Attendance is limited to two (2) attendees per firm. REQUEST FOR SOLICITATION: Request for Solicitation MUST be in writing by facsimile or letter. The solicitation will be released to construction contractors only. DO NOT sub mit request for plan holders lists. Once the solicitation has been released, the plan holders list will be posted with the project information on the following website: www.tac.usace.army.mil/extranet/Contracting/solicitations_active.asp
