- Description
- The U.S. Army TACOM-ARDEC intends to award a sole source contract for manufacture of projectiles and engineering services in support of Initial Safety Assessment Testing of product improvements to the existing family of 155mm and 105mm conventional artillery projectiles whose design includes High Explosive (HE), Rocket Assisted High Explosive (HE/RAP), Smoke, and Illumination projectiles. The following approximate deliveries are required in FY?03 for the Initial Safety Assessment Testing basic requirement: 310 each 155mm HE projectiles, 290 each 105mm HE projectiles, 295 each 155mm Smoke projectiles, 295 each 105mm Smoke projectiles, 385 each 155 Illum projectiles, and 385 105mm Illum projectiles, for a total of 1,960 projectiles. Option 1 is for the following approximate deliveries which are required in FY?03: 200 each 155mm HE/RAP projectiles and 200 each 105mm HE/RAP projectiles for Initial Safety Assessment Testing. This requirement is in response to the Future Combat System Cannon (FCS-C) Joint Operational Requirements Document (JORD) to provide a family of projectiles for a 39 caliber system 1) to deliver lethal, cost effective fires at ranges of 30 km (Threshold) and 40 km (Objective), 2) are ballistic similar and incorporate widespead or worldwide advanced munitions, 3) achieve a minimum range of 4 km (Threshold) and 3 km (Objective), and 4) meet the FCS fielding date of FY?08. The contract will be awarded on a sole source basis to General Dynamics Ordnance and Tactical Systems, 10101 9th Street North, St. Petersburg, FL 33716 under the authority of FAR 6.302-1, avoidance of duplication of cost and unacceptable delays in fulfilling the agency?s requirements. Denel Ordnance is the subcontractor for this effort. Alpha contracting procedures will be utilized; therefore, a solicitation will not be issued for this effort. In the absence of the RFP, a model contract will be developed by Government and Contractor Alpha team members. See Notes 8 and 26.
