Description
NA This is a synopsis for a noncommercial program entitled Unmanned Aerial Vehicle (UAV) Airborne Launch and Recovery. The program objective is to evaluate the capabilities and constraints of launching and recovering a ducted fan vertical takeoff and landing (VTOL) UAV from an airborne platform. The intent of the program is to define standard interfaces that will allow a common solution for Army aircraft. A Cost Plus Fixed Fee (CPFF) contract will be awarded to Allied Aerospace Industries (AAI), who is deemed to be the only responsible source uniquely capable of meeting this requirement. This acquisition will be procured in accordance with 10 U.S.C. 2304 (c)(l) and FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency re quirements. Alpha contract negotiations, appropriate for sole source requirements, will be limited to AAI. The contract requirements will be developed jointly between the Government and AAI, consistent with alpha contracting procedures and applicable cost principles, clauses, and provisions in accordance with the Federal Acquisition Regulations (FAR). No options are included in this acquisition. AAI is the original designer and manufacturer of the Lift Augmented Ducted Fan (LADF) which is the baseline vehic le for this program. The LADF is a proprietary system developed and patented by AAI. It represents a family of scalable VTOL/UAV systems currently being marketed by AAI, who is flight testing and evaluating these vehicles in their Systems Integration Lab ( SIL). AAI is the only firm holding the design, development, and software knowledge necessary to successfully perform the technology integration and test support efforts required by the Government. Specifications, plans or drawings relating to this procurem ent are not available and cannot be furnished by the Government. The period of performance for this program is six (6) months. The North American Industry Classification System (NAICS) applicable to this is 541710. The size standard is 1500. While the Gove rnment does not anticipate competition, any responsible source may submit a proposal that shall be considered.
