Description
This is a sources sought announcement. The Department of Health and Human Services, Program Support Center, Administrative Operations Service, Division of Acquisition Management, on behalf of the Administration For Children and Families, Administration on Developmental Disabilities, is searching for experienced and qualified HUBZone small business, 8(a), and other small business concerns with an interest in providing technical assistance to the State Councils on Developmental Disabilities. The required assistance includes, but is not limited to, training, consultation, information dissemination, best practices, and capacity building. POTENTIAL SOURCES MUST SUBMIT CAPABILITY STATEMENTS, WHICH DEMONSTRATE THEIR QUALIFICATIONS AND CAPABILITY TO PROVIDE THESE SERVICES. The capability statement must address the respondent?s: 1) Experience in providing training and technical assistance to State Councils on Developmental Disabilities; 2) Knowledge of organization structure and management of State Councils on Developmental Disabilities; 3) Knowledge of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (P.L. 106-402); 4) Experience in conducting workshops and in organizing and conducting conferences and conference calls; 5) Experience in development and dissemination of information packets; 6) Familiarity with State Councils on Developmental Disabilities measurement of outcomes and reporting process; 7) Electronic capability to correspond and receive responses from the Council network in 24 hours; and 8) Ability to provide a staff that has: a) successful academic and professional work experiences in the field of developmental disabilities and training and technical assistance activities. b) the ability to direct and manage the contract including accounting/bookkeeping activities. c) successful experience in managing training and technical assistance contracts or programs as a project director. THIS SOURCES SOUGHT IS FOR EXPERIENCED AND QUALIFIED HUBZONE SMALL BUSINESS, 8(a), AND OTHER SMALL BUSINESS CONCERNS. THIS IS NOT A REQUEST FOR PROPOSALS.
