Description

The U.S.Department of Agriculture, Agricultural Research Service, Plum Island Animal Disease Center, Orient Point, New York, intends to negotiate on a sole source basis with STV Construction, Inc., 205 West Welsh Drive, Douglasville, PA 19518 to relocate temporary emergency generator's and perform essential maintenance. These generators were installed by STV, Inc., in December 2002 due to a power failure causing a failure in the generator control switchgear. Furthermore, STV designed and installed the electrical loop feeder system and the electrical switchgear system, and has the expert knowledge of the electrical system of the facility. The generators need to be moved and connected to a 2400 volt buss to allow a safer and more expedient means of backup power, permit closed transition switching, and allow the Island to go on generator without interruption of power in the event of an outage. This synopsis is not a request for competitive proposals. The contracting action will be other than full and open competition under the Authority 41 U.S.C. 253 and FAR 6-302-2(b), (1)(2). No formal solitation package is available. The Government anticipates an award date after June 1, 2003. The Government will not be responsible for any costs in the preparation of responses to the announcement.
