Description
National Aeronautics and Space Administration to support/sponsor "The Second Century of Flight: Challenges and Opportunities Conference." at the Williamsburg Marriott, Williamsburg, VA. June 10-12, 2003. This authority is only one reasonable source 10 U.S.C.(C) (1) This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This conference provides a unique opportunity to address the policy and technology issues that affects the programs direction of the aerospace community. The conference offers breakout sessions along three different tracts-policy, aeronautics technology, and space technology. Implementing policies through strengthened partnerships, innovation in research practices, and leadership in technology will be key for success as we begin the 21st Century. The Enterprise intends to use the discussions as a basis for future meeting agendas and discussion among program and project managers to better shape its programs to meet Agency and national commitments. The National Institute of Aerospace (NIA), the event co-sponsor, will bring top-level NIA research management representatives to discuss the role this new research institute offers to the aerospace industry. This event will also recognize the year's top teams for their significant contributions towards NASA's technology objectives during the TGIR Award Ceremony, which will be held at the Virginia Air & Space Center. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/26/2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
