- Description
- NASA/GSFC has a requirement for affiliate member dues to in UCAID. The membership is a renewal to a consortium of universities which provides access to the academic communities that are the leaders in computer network research, and information systms and application development. NASA/GSFC intends to purchase this membership from UCAID, 3025 Boardwalk, Ann Arbor, MI 48108. UCAID manages a High Performance Research and Education Network (HPREN) called the Abilene Network. The Abilene Network connects over 200 network research universities, as well as high performance network connectivity to over 10 federal HPRENs and over 20 International HPRENs. To participate in the UCAID research prototyping activities, GSFC must become a member of UCAID. Without this membership, the distribution of the Earth Sciences Data products that NASA receives from its satellites would be severely impacted. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 26, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
