- NASA/GSFC has a requirement for a study to demonstrate a bread board, diode-pumped passively q-switched laser that serves as a "pathfinder" for a monolithic laser. This will include the following work: 1) perform modeling and numerical simulations designing the gain medium, diode-pump source, q-switch, and diode driver requirements; 2) procure gain media, optics, diodes and perform preliminary design for mechanical packaging; 3) assemble, test and characterize breadboard laser; and 4) support laser concept trades in light of reducing costs and increasing liability for future mission concepts. Task 1 and 2 deliverables will be design and data presented in a powerpoint format. Additionally, some results will be presented in an oral presentation. NASA/GSFC intends to purchase the items from Spectra Systems Corp. 56 Amaral Street, East Providence, RI. Spectra Systems Corp. is the only company that can provide this requirement. The are currently developing a monolithic laserin this performance regime. They are the only company that can provide the laser for a diode-pumped, 5MJ <3ns, 40 hz laser. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 26, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
