- Description
- NASA/GRC has a requirement to develop or modify guidelines, specifications and possibly standards related to the exchange of aeronautical data between Air Traffic Systems (ATS) and Communication, Navigation and Surveillance (CNS) systems based on the TCP/IP protocol. A test site shall be established that is electronically connected to GRC and Eurocontrol. Air Traffic management applications shall be provided and tested in order to provide a credible test of the NASA-Eurocontrol IPv6 network link. An ATN-compliant (application level) version of the Controller Pilot Data Link Communications (CPDLC) application shall be provided that conforms to the Baseline 1 Message Set and that uses TCP/IPv6 for transport and network layer communications. This effort will be performed using a proprietary software especially developed for this purpose. NASA/GRC intends to purchase the items from Computer, Networks and Software (CNS) Inc., Springfield VA 22150 using "Only one responsible source and no other supplies or services will satisfy requirements". As only CNS has the proprietary software required to work under the NASA-Eurocontrol test. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 19, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
