SPAWAR System Center Charleston is soliticing a response from potential small business sources to provide the Government the following: Multi-Channel Phase Coherent Tuners, Frequency Range 20-2600 MHz, Number of Coherent Tuner Channels 8 Channels, All 8 channels shall use one LO reference source, Tuning Resolution @ 1st LO 1 MHz steps, Noise Figure, 12 dB Max, LO Phase Noise, Combined 1st & 2nd LO's, 100 Hz offset? -70 dBc/Hz, 1kHz offset? -80 dBc/Hz, 10 kHz offset.. -105 dBc/Hz, 100 kHz offset..-125 dBc/Hz, > 400 kHz offset.. -133 dBc/Hz, Frequency Selectivity, Ultimate Rejection > 80 dB At frequencies (1/2 x 1.44 x BW(1dB) of the IF SAW filter) from the baseband center frequency, Frequency Selectivity, Internally generated spur levels -100 dBm Max, Image Rejection > 80 dB Channel to Channel Isolation > 80 dB Spurious Free Instanteaneous Dynamic Range > 80 dBRF/IF section Tuning Speed 15 milliseconds Frequency Stability 10 -8, 0.01 PPM LO Isolation (re-radiation) < -85 dB, Intermediate Frequency, Center 21.4 MHz, Intermediate Frequency, Bandwidth 25 MHz, Intermediate Frequency, Rejection > 80 dB, Intermediate Frequency, Single Channel Amplitude Ripple 1.5 dBm, Variance in any 300 KHz band inside full 25 MHz IF bandwidth, Intermediate Frequency, Single Channel Phase Ripple 3.0 degrees, Variance in any 300 KHz band inside full 25 MHz IF bandwidth Inter-Channel Matching 30 dB null depth P=10*log10(1 + alpha^2-2*alpha*cosine(angle)); P is null depth; alpha is instantaneous signal amplitude variance; angle is phase differential at same instantaneous time. Maximum Input Level +10 dBm Gain/Attenuation +20 to -40 dB @ 6dB increments Prefer <= 5 dBm increments Third Order Intercept Point(IP3) In Band @ 0 dBm, +5 dBm typ. Out of Band: +30 dBm Second Order Intercept Point(IP2) +50 dBm min, +55 dBm typ. Input connectors/Impedance 8 SMA @ 50 ohm, IF Connectors/Impedance 8 SMA @ 50 ohm, Size & Form Factor 6.25" x 3.60" x 1.25", For each individual channel, mounted in a shielded, USB-controlled enclosure. Power Approximately 6W per channel module @ 12VDC 120VAC/12VDC adapters shall be supplied , Weight Approximately 14 oz per channel module, Shock & Vibration Aiming at MIL-STD-810 , good construction practice will be employed throughout., Operating Temperature Range 0-60 degrees Centigrade, Humidity 20-90% non-condensing. This will be an Indefinite Delivery, Indefinite Quantity, Firm Fixed Priced supply type contract. with a base and two (2) one option year provision. Four (4) sets are required within 6 months After Date of Contract (ADC). If a satisfactory response is received, a solicitation may be issued. Firms are invited to submit appropriate documentation, literature, brochures, and references that support they possess the specification necessary to meet or exceed stated requirements. Responses shall be submitted to SPAWARSYSCEN, Charleston, Code 0217GG, P.O. Box 190022, North Charleston, SC 29419-9022, or by electronic mail to george.giles@ navy.mil by COB 19 May 2003. (Request that name and size of firm be stated in subject line of e-mail message). Responses must include the following: 1) name and address of firm; (2) size of business, (3) ownership: Large, Small, Small Disadvantaged, 8(a), and/or Woman-Owned; (4) number of years in business; (5) technical capability; (6) affiliate information: parent corporation, joint venture partners, prime contractor (if potential sub) or subcontractors (if potential prime); (7) a list of customers covering the past 5 years; highlight relevant technical cability, contract number, contract type, dollar value for each customer reference, and customer point of contact with phone number. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. RESPONDENTS DEEMED FULLY QUALIFIED WILL BE CONSIDERED IN ANY RESULTING SOLICITATION FOR THE REQUIREMENT. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER SET-ASIDE FOR SMALL BUSINESSES BASED ON RESPONSES HERETO. THE APPLICABLE NAIC CODE IS 334220 WITH A SIZE STANDARD OF 750 EMPLOYEES. CLOSING DATE FOR RESPONSES IS 16 MAY 2003. The Government reserves the right to make award that is determined to be in the best interest of the Government. All responsible sources may submit a proposal which shall be considered by the agency in response to this synopsis.
