Description
R--Engineering, Technical, Training, Installation and Program Support Services (HM&E). When ordered by issuance of individual Task Orders (TOs), the Contractor shall provide Hull, Mechanical and Electrical (HM&E) and Combat Systems engineering, technical, logistics, training, installation, data, and program support services to perform various assigned tasks to include, but not limited to, the following functional areas: engineering analysis, logistics support, direct fleet support (DFS), functional checks, Shore Intermediate Maintenance Activity (SIMA) support, industrial and installation services, assessment and maintenance of shipboard systems and equipment, Shipboard Alterations (SHIPALTS), Machinery Alterations (MACHALTS), Alteration Inspection Teams (AIT), training, maintenance/overhaul processes, identification, compilation and production of measure of effectiveness (MOE?s) and other metrics as required. The Contractor shall also perform data analysis and reliability engineering, field engineering, maintenance, troubleshooting and repair of all shipboard HM&E, system or equipment grooms, program support for both current and future engineering programs, provide on the job training, develop training modules or curricula and provide formal classroom training, and assist in functional system or equipment modifications, alterations, and overhauls. These task shall be in support of the Fleet Technical Support Center, Atlantic (FTSCLANT). Tasks may be performed onboard United states Navy (USN), Unites States Coast Guard (USCB), Military Sealift Command (MSC), Foreign Military Sales (FMS) and other vessels or at various shore facilities both in and out of the Continental United States (CONUS/OCONUS). The work under this contract shall be performed at the locations specified in the individual TOs, which may be issued under the contract. It is estimated that the work will be ordered at the following locations, in the following estimated percentages of the total level of effort: 75% - Hampton Roads, Virginia; 20% - other CONUS; and 5% - other OCONUS(outside CONUS). The Government intends to negotiate an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with cost-plus-fixed-fee pricing for Hull, Mechanical and Electrical (HM&E) and Combat Systems engineering, technical, logistics, training, installation, data and program support services. The resulting contract will be for the base period of 19 November 2003 through 18 November 2004 with nine one-year options periods. The total level of effort estimated to be ordered during the term of the contract (10 years) is 5,517,000 man-hours of direct labor including authorized subcontract labor. NAICS 54133 applies. This requirement will be issued under full and open competition in accordance with FAR, Part 6.1. FAR Clause 52.217-8 ?Option to Extend Services?, and FAR Clause 52.219-4 ?Notice of Evaluation Preference for HUBZone Small Business Concerns? shall be incorporated into the solicitation/contract. This requirement is a follow-on to contract N00189-98-D-0066 with AMSEC Corporation, 2928 Guardian Lane, Virginia Beach, Virginia 23452. The current contract was due to expire 19 May 2003 but has been extended to 18 November 2003. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fedbizops.gov. This office no longer issues hardcopy solicitations.
