Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON), has a requirement for administrative, technical, warehouse management, and distribution services to support the IBB's Office of Engineering Network Support Division. The contractor shall provide all labor, equipment, and materials necessary to inventory, receive, store, pack, crate, and ship the supplies and equipment needed to support IBB's CONUS and overseas transmitting sites. Services will be performed at IBB Headquarters at 330 Independence Ave, SW, Washington DC and at the contractor's warehouse facilities. The IBB will furnish workspace at its headquarters for the contractor's on-site support team which will be responsible for inventory records management, programming, automated records management, and administrative clerical support. The contractor must be have a minimum of 7,000 square feet of warehouse space outfitted with material handling equipment capable of handling 20 ft and 40 ft ocean containers and hazardous material. In order to be considered for award, the contractor's warehouse facility must be within a 15 mile radius of Dulles International Airport (IAD). The contract will be for a base year plus four (4) option year periods. The Solicitation will contain the requirement that Offerors include a "Small Business Subcontracting Plan" with their technical proposal. Offerors are hereby notified that the basis for award will include price and evaluation of other factors (i.e., past performance, technical approach, and management approach) with these other factors, when combined, being approximately equal to price. Offeror's technical proposals will be evaluated on the narrative description of their: (a) past performance; (b) technical approach and adequacy of proposed facilities; and (c) management approach. The IBB intends to issue a Request for Proposal (RFP) solicitation for this negotiated contract in June 2003, with a proposal response date of 30 to 45 days after release. Offerors interested in receiving a copy of the RFP must respond in writing to the Contracting Officer, Mr. Gary Hosford via facsimile at (202) 260-0855, E-mail at ghosford@IBB.gov, or via letter to the above-listed address. Please reference Solicitation No. BBGCON-3603-S5357 on all correspondence regarding this notice. All written requests for copies of the RFP must include your company name, mailing address, telephone number, and facsimile number. No telephone requests for this RFP will be honored. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This FBO notice is not a RFP, IFB, or RFQ.
