- This is published as a Sole Source announcement in accordance with FAR 6.302-1. See Note 22. The NAICS code for this action is 541690. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source modification to contract N00244-98-D-0073 with Marine Safety International (MSI). The modification will extend the contract by adding two one-year options to the period of performance. Performance under the extension period will commence 01 October 2003. The contract provides ship handling proficiency training services to U.S. Pacific Fleet ships' personnel in both full mission and bridge wing simulators. Training includes basic, intermediate and advanced ship handling proficiencies. Specialized classroom training on procedures to reduce the probability of collisions and groundings is also provided. MSI provides the services using contractor owned a nd operated full-scale-walk-around interactive state of the art ship handling simulation systems accurately modeled to replicate different ship classes. Further, training is conducted using contractor-owned accurately modeled databases for different real world ports and harbors. The simulation systems and databases are installed and maintained by MSI at the Commander Naval Surface Force, U.S. Pacific Fleet Ship Handling Complex, Bldgs. 3149 and 3531, U.S. Naval Station, San Diego, CA. Extension of the current contract's performance period is necessary pending transition to Navy organic capability. The proposed modification will ensure continued and/or uninterrupted availability of ship handling proficiency training services that are vital to the successful accomplishment of the Navy's mission. This notice of intent is not a request for competitive proposals and a solicitatio n will not be issued. Interested parties may submit a statement of interest only. The statement of interest should address how the contractor proposes to overcome the fact previously stated that the incumbent owns the entire SHC's operating equipment and databases and they will not be made available to other contractors.
