Description

Under the authority of the Federal Acquisition Regulation, Part 6, subparts 6.301 and 6.302-1, DARPA intends to contract with David M. Breen; Fairfax, VA 22031, on a sole source basis to establish achievable implementation plans for the implementation of Procurement Desktop Defense (PD2) (an AMS product) and related reports and interfaces. The Contractor Project Manager (Mr. Breen) shall oversee the SPS system deployment including architecture design, implementation and support. In addition, the Contractor Project Manager shall lead the effort to develop and test PD2 interfaces and reports. For PD2 version upgrades, the Contractor Project Manager shall manage the testing and revision of interfaces and reports. Mr. Breen has worked closely with government and contractor staff to establish detailed designs and test plans for reports and interfaces. Mr. Breens? prior work regularly exposed him to the Procurement Desktop Defense (PD2) product, including his assistance in the design of the baseline interface between PD2 and Momentum. These experiences make Mr. Breen uniquely qualified to assist the DARPA Contracts Management Office with the implementation of the Standard Procurement System (PD2) at DARPA. The award will be a Purchase Order for 15 months. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet DARPA?s needs. Detailed capabilities must be submitted to DARPA, CMO, 3701 North Fairfax Drive, Arlington, VA 222031-1714, ATTN: Barbara Meyrowitz. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to David Breen. without further notice.
