- Description
- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price proposal are being requested and a written solicitation will not be issued. The solicitation number is NAMA-03-Q-0014 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 effective September 30, 2002. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance and a responsible offerors ability to meet the salient functional requirements as listed below for the 4th of July event. Offerors must provide a detailed price proposal in accordance with the requirements as listed below, along with descriptive literature or brochures. BACKGROUND: The contractor will join the National Archives on July 4, 2003 at Union Station in Washington DC, to help celebrate the 227th anniversary of the Declaration of Independence. While the original Declaration of Independence is currently unavailable to the public, the National Archives is seeking an established organization who is currently exhibiting a copy of the Declaration of Independence (a Dunlap Broadside) across the country. REQUIREMENTS: 3.1: The contractor must join the National Archives from 11:00 Am though 5:00 PM and set up their exhibit in the Main Hall of Union Station. 3.2: The contractor must provide a pipe and drape staging area for the exhibit and show films of the exhibit?s origin while the public is waiting to view the Broadside. 3.3: The contractor must also provide other contractor-created films about the Declaration of Independence and the Broadside that will be shown on the National Archives video wall at various times throughout the day. 3.4: The contractor must also participate in the National Archives ceremony at 2.00 PM in the afternoon. 3.5: During this ceremony, the founder of the exhibit, along with the archivist of the United States will participate in the program. 3.6: The contractor must bring a celebrity to participate in the reading of the Declaration of Independence during the ceremony. Provide other performers in accordance with their proposal. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase clause: FAR Clause 52.212-1, Instructions to Offerors Comericial Items (Oct 2000) each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications Commercial Items (July 2002) with the quotation. A copy of the provisions can be found at http://www.arnet.gov/far/; FAR 52.212-4, Contract Terms and Conditions Commercial Terms (February 2002); FAR 52.212-5, Contract Terms and Conditions Required to Implement Status or Execute Orders Commercial Items (May 2002). Paragraph (b) of this clause incorporates by reference the following FAR Clauses: 52.222-3 Convict Labor, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-36 Affirmative Action for Workers with Disabilities, 52.225-1 Buy American Act Supplies, 52.232-34 Payments by Electronic Funds Transfer Other Then Central Contractor Registration, and 52.233-3 Protest after award. One copy of each proposal (detailed price breakdown and literature/brochures) must be mailed to the National Archives and Records Administration (NARA), Attention: Stuart Hitchings,8601 Adelphi Road, Room 3360, College Park Maryland 20740-6001 by 3:30 PM May 2, 2003 Additionally, the detailed price proposal may be emailed to stuart.hitchings@nara.gov.
