- NAICS Code: 541620 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTIFICATION OF SOLICITATION. Written Quotations are being solicited on Request for Quotation (RFQ) RFQ-RT-03-00193. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition CIrcular 01-12. The Associated North American Industry classification System (NAICS) Code is 541620, which has a small business size standard of $6 mil. The Environmental Protection Agency (EPA) anticipates that a firm-fixed price purchase order will be awarded using Simplified Acquisition Procedures (SAP) on the basis of a Small Business Set-Aside. Open Market, GSA and Federal Supply (MOBIS 874) contractors are encouraged to respond. The purpose of this requirement is to provide technical and professional services for the EPA's Office of Air Quality and Standards in Research Triangle Park NC in the analysis of the FY 2004 STAPPA/ALAPCOO Air Pollution Training Needs Assessment. This assessment will be conducted in two phases, the first phase will include mailing of survey questionnaires and in the second phase, followup telephone calls are made to selected State and Territorial Air Pollution Program Administrators (STAPPA)/ Association of Local AIr Pollution Control Officials (ALAPCO) members. The Scope of Work for this prodcurement is to compile, analyze and summarize the survey data that the office of STAPPA/ALAPCO collects, then summarize the results into a final written report as outlined in the statement work and other information posted in the RFQ on EPA's web site at http://www.epa.gov/oam/rtp_cmd. The following FAR provisions and clauses apply to this solicitation: 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS. Offerors are to include a completed copy of provision 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICAITONS-COMMERCIAL ITEMS, 52.212-4 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS. 52.121-2 EVALUATION COMMERCIAL ITEM. The basis for contractor selection is "Best Value". The government will make award to the responsible offeror whose offer conforms to the RFQ and is most advantageous to the Government, cost and other factors considered. For this RFQ, Technical Approachn and Past Performance are as important as Price. Evaluation criteria to be included in paragraph (a) of Provision 52.212-2 are as follows: (i) Technical Approach- Technical skills in the generation, analysis and reporting on similar survey projects. (ii) Past Performance- each offeror submitting a technically acceptable quotation shall be evaluated on performance uder existing and prior contracts/subcontracts/orders for services similar to that described in the Statement of Work for this requirement. Potential contractors are required to submit at lease 2 references for related projects conducted within the last 3 years. Include project description, contact person and telephone numbers/e-mail addresses. (iii) Price - overall total price. Firms are encouraged to access the solicitation and amendments via the internet. If you obtain a coy of the solicitation via the internet, it will be your responsiblility to frequently check the same site where the RFQ is posted for any amendments.
