Description
NAICS Code: 541690 The U.S. EPA intends to negotiate on a sole source basis with BioControl, Inc., Lutherville, MD, to conduct a training seminar on Control of Biohazards in the Research Laboratory before June 30, 2003, under the authority of FAR 6.302-1. The training requires personnel who have in-depth knowledge of the Center for Disease Control Select Agent Programs, Laboratory Response Network and CDC specific regulations. Training personnel must have multiple years of experience in (1) microbiological research, biological safety and design of laboratories for biological research; (2) training researchers and safety staff; and (3) customizing courses to fit specific organizational needs in the areas of biological safety/biohazard control. EPA source research indicates that BioControl, Inc. is uniquely qualified to meet this requirement for the reasons given. This notice is NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing this work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipate award date is May 20, 2003. See Numbered Note 26.
