- 17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00421-03-T-0150 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09 and Defense Acquisition Circular 91-13. This action is not set aside for small businesses. The applicable NAICS is 611512 and the small business size standard is $21.5 million. The Naval Air Warfare Center Aircraft Division intends to solicit and negotiate on a Sole Source basis with MD Helicopter, Inc., under the authority of FAR 6.302-1. MD Helicopter, Inc., is the sole qualified supplier of this service at the present time. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capabilities statement in which they identify their interest and capability. All capability statements received by Time: 2:30 PM, EDT Date: 05 May 2003 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The contract line item number: CLIN 0001 is for two instructor pilots that are certified and qualified in the MD 500 helicopter visit the U. S. Naval Test Pilot School for 4 days for an orientation of the schools operations during the period of 1-31 May. The contract line item number: CLIN 0002 the contractor shall provide the MD 500 series transition training course for up to 14 U. S. Naval Test Pilot School (USNTPS) rotary wing student pilots (5 flight hours each). The course will include ground instruction and materials, that is normally provided. The course will take place at the contractor?s facility between 22 June and 02 August 2003 and will target 4 one-week sessions with 3 students per session. Training time may exceed one week if the required training is not completed on time. USNTP reserves the right to increase the number of students per session to 4 and will not be responsible for the training cost if external events prevent any student from reporting for training. The contractor maintains liability for any damage or loss of the aircraft and third party liability during the course. FAR 52.212-1 ?Instructions to Offerors ? Commercial Items (Oct 2000)? is incorporated by reference and applies to this acquisition. The Government intends to award this contract to MD Helicopters, Inc., therefore, the provision at 52.212-2 ?evaluation ? Commercial Items (Jan 1999)? does not apply to this acquisition. The Government will evaluate MD Helicopters, Inc.?s proposal to determine the price fair and reasonable in accordance with FAR Part 15 before making award. The offeror shall provide backup information verifying the price offered including but not limited to a copy of the current catalog, invoices for prior sales of the same equipment etc. The offeror shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications?Commercial Items (May 2001) with its proposal. FAR 52.212-4 Contract Terms and Conditions?Commercial Items (May 2001) is incorporated by reference and applies to this acquisition.
