Description
The Naval Air Warfare Center, Aircraft Division, Patuxent River, MD intends to negotiate on a sole-source basis with Raytheon Company, Missile Systems Division, 1151 East Hermans Rd., Tucsan, AZ 85706 for the High Speed Anti-Radiation Missile Command Launch Computer (HARM CLC) avionics units for the use with F/A-18 Aircraft. The Government contemplates a Firm Fixed Price contract with a base year and two option years with quantities up to 100 units per year and delivery commencing 18-20 months after contract award. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Raytheon is the only known source to possess the requisite knowledge, technical expertise, production tooling, equipment, and facilities to manufacture this equipment. Raytheon also possesses proprietary drawings, data, and processes required for updating the technical data package. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capabilities statement. Statement should include a company name, POC, address, phone number, fax number, e-mail, and company product literature. All capabilities statements received by 1600 hours on 13 June 2003 in response to this notice will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process this procurement as a sole source action based on the responses received. Note 22 applies.
