- The Bureau of Reclamation intends to negotiate on a sole source basis with Larry Vinsonhaler, 2567 Lynx Way, Boise Idaho. The proposed action is for consulting services from Mr. Vinsonhaler to assist the Bureau of Reclamation in developing a detailed Plan of Study for the feasibility investigation identified in Section 14 of P.L. 108-7, Yakima River Basin Water Storage (Black Rock), February 20, 2003 and to manage the feasibility investigation until Reclamation has the appropriate staff in place. The services required to meet Reclamation's need are as follows: Phase I 1)Assist the Planning Program Manager in the definition of and priority and scheduling of activities to begin the actual feasibility investigation. 2) Conduct review of prior studies addressing improvements in the reliability of Yakima River basin water supplies for fishery habitat, existing irrigated agriculture, and municipal needs. 3) Prepare for and lead meetings of the study implementation team to develop the strategy and plan of study for the feasibility investigation. It is assumed that up to four meetings of one to two days duration will be held at the Upper Columbia Area Office in Yakima, Washington. Additional meetings and discussions with study team members, irrigations district representatives, and State of Washington Department of Ecology and other staff may be necessary. 4) Assist in identifying feasibility study work activities, sources of information related thereto and information deficiencies to be addressed. 5) Compile a preliminary feasibility investigation Plan of Study for Black Rock. Revise the plan of study as needed. 6) Provide initial coordination and oversight of activities. 7) Participate in meetings and information sessions as a subject matter expert. Prepare and give presentations. 8) Draft Memorandums of Agreement/Understanding, Cooperative Agreements and other contracting instruments in connection with initiating the feasibility investigation. Phase II 1) Gather and assemble data and prepare reports, issue papers, and summaries discussing the feasibility study. 2)Participate in meetings and information sessions as a subject matter expert. Prepare and give presentations. 3)Draft Memorandums of Agreement/Understanding, Cooperative Agreements and other contracting instruments in connection with continuing the feasibility investigation. 4)Act as mentor for the new activity manager The proposed contractor's unique qualifications are as follows: Mr. Vinsonhaler is uniquely qualified to perform the services because of his indepth and current working knowledge of water resource developments and Federal and State water management programs and policies in a multistate area including the state of Washington. More specifically Mr. Vinsonhaler has: involvement in the Yakima River Basin Water Enhancement Project study undertaken by Reclamation in conjunction with the State of Washington, the Yakama Nation, and Yakima basin entities during the 1980s and 1990s. This involved development of a plan of study, structuring and guidance of a study team, preparation of budget documents to support the study and planning activities including assessment of resources, needs, and plan formulation and evaluation. Coordinated Federal, State, and Tribal Technical Advisory Group reporting to a "Roundtable" comprised of State of Washington Congressional Delegation representatives, Chairman of Yakama Nation, Directors of Washington State Department of Ecology and Agriculture, and regional Director, Pacific Northwest Region, assisted in the development of the implementation plan following the authorization of Yakima River Basin Water Conservation Program in 1994. Mr. Vinsonhaler has direct association with the representatives of the irrigation districts, State and local governments, and the Indian Nation leadership in the Yakima and Columbia River basins,extensive indepth knowledge of Reclamation's laws, policies, and criterion for doing feasibility investigations do to his expertise gained while employed by Reclamation as the Pacific Northwest Regional Planning Officer, extensive knowledge of Washington State laws, water rights, planning procedures, and water resource policies from his past experience as a Reclamation employee working with numerous different state departments such as the Department of Ecology. Mr. Vinsonhaler has knowledge of watershed planning (HR2514) by Tri-County as they investigated the Yakima River watershed, key knowledge of how the Yakima Project operates, total water supply available estimates (TWSA), water rights including Yakima River basin adjudication, instream target flow development, etc. This knowledge was gained while working as a Reclamation employee and his continued involvement in other Yakima River basin water issues as a consultant, knowledge of how the Federal project was formulated, how it is operated, the nature of the contracts in place regarding use of their waters, and other project obligations, and developed the document discussing the operation of the Umatilla Basin Project Water Exchange. This Project is similar to the recent authorized feasibility study in the Yakima River basin which will be addressing storage opportunities including the importation of water from the Columbia River. The immediate objective is to get the study underway as expeditiously as possible so available funds can be obligated prior to September 30, 2003. The goal is to have the Plan of Study available for review by the end of July. Mr. Vinsonhaler's knowledge of Washington State law, his wealth of knowledge of the Yakima River basin, his past experience as the Pacific Northwest Regional Planning Officer for the Bureau of Reclamation, and his reputation as an authority on water operations and policy; and, his ability to clearly define issues and facilitate solutions will require minimal start-up time and allow the delivery date(s) to be met. The government believes that only one responsible source can provide the services listed above that will satisfy the agency needs. Any firm or individual that believes it can furnish the items described are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
