- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/. (ii) Solicitation F44600-03-T-0016 is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20001213. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. (iv) This acquisition will be 100% small business set-aside. The North American Industry Classification System (NAICS) code is 441221 with a small business size standard of $ M. (v) The 1st Contracting Squadron has a requirement to purchase four Golf/Utility cart type vehicles for delivery to 230 E. Flightline Blvd, Langley AFB, VA 23665,. (vi) Each vehicle shall include the following commercial items, Brand Name or equal (NOTE: Offerors are to include whether or not they are quoting on an ?or equal? and, if so, provide the manufacturer?s name, part number and provide descriptive literature of the item): CLIN 0001 ? 4 stroke air cooled engine with a speed range of 10-20 MPS (governed) Transmission with forward and reverse gears Exhaust system with USFS approved spark arrestor Fuel capacity of 4-8 gallons Cab with 2 doors Cargo bed with side rails Smooth/tubeless type tires Head lights, tail/stop lights, and turn signals Windshield Wipers Heater and fan in cab Ground clearance of 4-7 inches Color: Green or red (vii) Delivery: Date of delivery shall be by NLT 20 June 2003. Place of delivery for acceptance and FOB point will be 230 E. Flightline Blvd., Langley AFB, VA 23665. Contractor shall state FOB delivery days ARO if delivery cannot be made by 20 June 2003. (viii) The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors--Commercial Items (OCT 2000), is hereby incorporated by reference. Addendum to FAR 52.212-1. Offer must be itemized and include legible descriptive literature for ?or equal? items for evaluation purposes. (ix) Solicitation provision at FAR 52.212-2, Evaluation ? Commercial Items (JAN 1999), is hereby incorporated by reference. Evaluation ? Commercial Items (JAN 1999) (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the items offered to meet the government requirement, and (ii) price. The Government reserves the right to evaluate technical compliance and make a best value decision. This could result in award to other than the lowest priced offer. The area of technical capability is of higher importance when compared to price. The technical evaluation will consist of reviewing and evaluating the ?or equal? literature for compliance with meeting or exceeding requirement specifications. If the offeror fails to provide the descriptive literature, it may be grounds for disqualifying his/her offer. (x) Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items (MAY 2001), and 252.212-7000, Offeror Representations and Certifications-Commercial Items (NOV 1995), with his/her offer. A copy of the Certifications and Representatives can be found at the following website: http://www.eps.gov. (xi) Clause 52.212-4, Contract Terms and Conditions--Commercial Items (MAY 2001) is hereby incorporated by reference.
