Description
In accordance with the Federal Aviation Administration Acquisition Management System (FAAAMS) paragraph 3.2.1.3.12, the purpose of this announcement is to inform industry that the FAA intends to contract, in an amount greater than $100,000. The Federal Aviation Administration, William J. Hughes Technical Center, is seeking to award a single source contract to Engineering & Information Technologies, Inc., of Egg Harbor Township, NJ., to provide continuing management and support services to assist the FAA in implementation of Controller Pilot Data Link Communications (CPDLC) Process Improvement (PI) efforts, implementation of Flight Information System (FIS) PI efforts, and in developing and maintaining the Aeronautical Data Link (ADL) Library. Background: Implementation of the procedures described above is currently being accomplished by Engineering and Information Technologies (EIT), Inc., and significantly enhances the FAA's ability to achieve the following ACB-510 goals: 1. Develop, track and report performance to the ACB-510 Program Directive baseline, typically valued at over $3 million dollars per year. This effort involves historical insight into the overall Contract and Project Management processes. 2. Support the CPDLC program in verifying that all software, hardware and training developmental contract efforts be achieved within established cost, schedule and technical parameters. 3. Support the FIS program in verifying that all software, hardware and training developmental contract efforts be achieved within established cost, schedule and technical parameters. Determination and Rationale: The FAA has determined that this effort requires specialized professional services. EIT's unique experience with the CPDLC Program, ACB-510 and CPDLC Program Office in FAA Headquarters (AUA-200) includes the following factors: 1. EIT employs key personnel that have been providing the FAA with Management and Support Services for over 10 years. 2. EIT has developed and continually enhances the CPDLC Contract Management (KM) procedures, CPDLC Configuration Management (CM) procedures, CPDLC Quality Assurance and Management (QA) procedures, CPDLC Project Management (PM) procedures. The FAA requires their corporate knowledge and support in implementing these procedures. 3. EIT has developed the Aeronautical Data Link (ADL) Library and the ADL Website. These two cross-functional databases permit protected remote access to all project deliverables, test documentation, etc. via the FAA network and the internet. The period of performance of the contract will be for 5 years, and the Government estimates a total contract ceiling of 35000 hours. The contract type to be awarded will be Indefinite Delivery Indefinite Quantity (IDIQ) with Time and Material or Labor Hour Delivery Orders. It is the intent of the FAA to award a contract to Engineering and Information Technologies, Inc., under the authority of Federal Aviation Administration Acquisition Management System (AMS) 3.2.2.4-Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2, non-emergencies.
