Description
A pre-solicitation notice for this requirement (EME-2003-RP-0001) was previously posted in FedBizOpps on September 20, 2002. The purpose of this notice is to modify the subject pre-solicitation notice as follows: The Department of Homeland Security (DHS), Emergency Preparedness and Response (EP&R) Directorate (formerly FEMA), has a requirement for various facility support services at the National Emergency Training Center (NETC) located in Emmitsburg, Maryland and at the Noble Training Center (NOBLE), which was the former Fort McClellan Army Base, in Anniston, Alabama. The primary functions to be performed under the terms of this contract are the operation, maintenance, housekeeping, repair, modification, alteration and minor construction (under $2K) of the facilities (buildings and grounds), as well as all student support (residential, transportation and data entry) services for both facilities. In performing these functions the Contractor shall provide all parts, labor, supervision and administration, tools, equipment, vehicles, vehicle and equipment fuels, vehicle and equipment maintenance required, unless specifically identified as Government furnished in the solicitation. The Contractor shall be required to perform the required project management, administrative services, architectural and engineering services, scheduled maintenance services, HVAC, trade craft services, grounds/maintenance/landscaping services, housekeeping services, copying/duplicating, warehousing, mail/courier services, as well as all student support services. The resulting contract will have a one-month Transition Period during which time the Contractor will incrementally accept responsibility of the services followed by the Base Year period and four (4) one-year option periods. Award of a firm-fixed price contract is contemplated. The RFP release date will be on or about May 13, 2003 and will only be provided electronically through the FedBizOpps web page as discussed below. Interested parties may obtain a copy of the solicitation by accessing the following web page: http://www.eps.gov. FEMA posts all required notices of its contracting opportunities on the FBO site. Potential offerors who download copies of solicitations may register at FBO to automatically receive e-mail notification concerning issued amendments to the applicable solicitation. Registration is optional. You may still view plans/specifications and amendments without registering. If you register for the solicitation, you will receive a courtesy email from FBO notifying you of all amendments for the solicitation that will be posted to the website. Registration for the solicitation, however, does not release bidders/offerors from the responsibility of checking the solicitation daily for amendments. Potential offerors that do not have the capability to download from FBO, may request, in writing, diskettes containing electronic copies of the solicitation, including attachments, and any amendments. Potential offerors making this request must include in their written requests an adequate justification for not obtaining the solicitation via the Internet. Telephone requests for diskettes will not be honored. Requests must be e-mailed to Cindy.Adams@fema.gov or faxed to (301) 447-1092. Proposals will be due 45 days after the release date of the RFP. All responsible sources may submit a proposal, which will be considered. Site visits will be held at the NETC and NOBLE; the times and dates will be included in the solicitation. This procurement is a 100% small business set aside. The North American Industry Classification System (NAICS) code is 561210, Facilities Support Services-Base Maintenance, with a small business size standard of $23 million [average annual receipts for 3 preceding fiscal years].
