Description

The Office of the Chief Financial Officer (OCFO), District of Columbia (hereafter ?District?) is soliciting proposals from qualified bank(s) and/or trust companies to serve as Lessor/Contractor for the upcoming issuance of tax-exempt Unified Communications Center(UCC)/DC-NET Certificates of Participation, Series 2003 (?2003 Certificates?), by Wells Fargo Bank Minnesota, N.A., as trustee. The 2003 Certificates will evidence proportionate interests of the owners thereof in lease payments to be made by the District. The certificates will be issued under and secured by an Indenture of Trust (IOT) to be executed by the trustee and the Lessor/Contractor. The total amount of the financing is expected to be approximately $70 million. The OCFO intends to award a one-year fixed price contract with an option to extend the contract for four (4) one-year periods, or any portion thereof, for a total not to exceed five (5) years. The OCFO Office of Contracts and Procurement will shortly issue a Request for Proposal (RFP) for the procurement.
