- NA This is a pre-solicitation synopsis for Repair/Restore Gray Army Airfield (GAAF) Taxiways, Ft. Lewis, WA. and not a Request for Proposal. Proposed procurement will result in a negotiated Fixed Price type contract. The solicitation will be issued as an El ectronic Bid Set (EBS), available for download on or about 4 August 2003, at the Seattle District?s Contracting web page at http://www.nws.usace.army.mil/ct. This project is by web only and no discs or hard copies will be available. Prospective offerors must register for the referenced project at http://www.nws.usace.army.mil/ct in order to receive notification of amendments. Firms will be notified by electronic mail when the solicitation is available for download. No phone, facsimile or electronic mail registration requests will be accepted. Offerors are responsible for checking the referenced web page for any update(s) to this Notice. The website is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Inter net connectivity or for an offeror?s inability to access the document which will be posted to the referenced website. The project consists of Pavement demolition and repair for runway approaches and taxiways on an existing, operational military airfield. Work may include milling-off and overlaying to remove and rebuild existing airfield pavement. No new mechanical or electrical systems will be constructed, although there are existing systems that may have to be adjusted as part of the construction ? cont ractor will verify in site visit. Estimated dollar value is in the range of $1,000,000 to $5,000,000 and the completion period is 360 calendar days. The NAICS Code for this project is 23499. The Project is open to both large and small businesses. If yo u are a large business and your bid or proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for Small Business (SB), Historically Underutilized Business Zone (HUBZone), Small Disadvantaged Business (SDB), Woman-o wned Small Business, Veteran-owned Small Business (VOSB), and Service Disabled Veteran-owned Small Business (SDVOSB) concerns. For the purpose of this procurement, a concern is considered a Small Business if its annual average gross revenue, taken for the last three (3) fiscal years, does not exceed $28.5 million.
