Description
NA General Requirements. The Contractor shall provide Catholic ministry and pastoral care in support of the Department of Ministry and Pastoral Care (DMPC) program at Tripler Army Medical Center (TAMC), Hawaii. Said program shall be in keeping with the eccl esiastical requirements and tenets of the Roman Catholic Church in order to meet the spiritual and moral needs of the TAMC Catholic community. Background and Religious Responsibilities of the Command. Under the provision of the Army Regulation (AR) 165-1, dated 21 January 2000, the TAMC Commander is responsible for religious, spiritual, moral and ethical activities of all personnel within the co mmand on an equitable basis and to ensure free exercise of religion. The TAMC chaplain designated as Chief, DMPC at TAMC has primary staff responsibility to assist the command in the planning, development and implementation of these activities. The TAMC Chief, DMPC, is aided in this task by chaplains, chaplain assistants, civilian employees, and non-personal services contracted clergy assigned or attached to DMPC. Contractor Qualifications. The Contractor shall be an organization; i.e., Diocese, Archdiocese, Order or other religious organization or individual. Said organization or individual shall be in good standing with AMS and the Local Ordinary. Special Qualifications. Contracted Priest (including alternate priests) shall: Be experienced in providing Pastoral Care to hospital patients, staff, and family members and significant others of staff and patients. Have no less than three units of Clinical Pastoral Education, or, in the sole determination of the Chief, DMPC, at TAMC, an acceptable equivalent in terms of formal graduate education, professional training and experience or combination thereof. Certifica tion by the National Association of Catholic Chaplains will meet this requirement. Request for exceptions must be addressed with full justification to the Contracting Officer, who will forward the request to the TAMC Chief, DMPC for approval. Have knowledge and ability in all of the following areas: pastoral counseling, trauma resolution, sermon preparation and delivery, Roman Catholic law and ecclesiology, liturgy, ministrations and marriage and family ministry, including divorce. PERSONNEL. The Contractor shall perform those ecclesiastical and pastoral services required by the terms and conditions of this contract, including this Statement of Work. The Contractor shall provide all work specified in the Statement of Work. On-call priest coverage during non-duty hours. On-call priest coverage shall require that the Contractor be available, via pager, phone or physical presence, to physically arrive at TAMC within 60 minutes of the call in order to provide ministry. An alternate ordained Catholic priest when the Contractor is unavailable. There shall be no lapse of time in providing alternate coverage for scheduled absences. Scheduled absences include those for vacation, scheduled clerical meetings, and any other foreseeable event. For unscheduled absences, the Contractor shall notify the COR and provide an alternate no more than four (4) hours after the start of the shift requiring coverage. Absences without alternate coverage will result in no payment for that period. The Contra ctor shall be responsible, at its own expense and without any additional payment by the Government, to monetarily compensate alternate priest for services rendered. Specific Tasks. The Contractor shall plan, coordinate, and provide Pastoral Ministrations to include patient visitation and pastoral care. A primary focus of hospital ministry is pre-op visitation. Mass Casualties/Alerts/Emergencies For non-duty hours, the Protestants Duty Chaplain shall notify the Contractor designated to provide on-call priest coverage to respond to the mass casualty/alert/emergency. During duty hours, the Contractor priest present for duty shall r espond to mass casualties/alerts/emergencies as specified by the COR. The Contractor shall plan, coordinate and provide Sacramental Ministration, including masses, baptisms (including emergencies), anointing the sick, funeral/memorials, and confessions/reconciliations. Sacramental ministrations shall be performed as requir ed in accordance with the norms of the AMS and the Local Ordinary. Such ministrations shall be recorded in the TAMC Clergy Log “Book of Ministrations” located at the TAMC Information Desk. In the absence of the active duty priest due to temporary duty (TDY) or leave, the contract priest will perform mass as requested by the COR. Standing, walking, and climbing stairs are routine physical requirements for work. 1. Contracted Priest – Ordained Roman Catholic priest who are identified by the Contractor, fully accredited and endorsed by their ecclesiastical superiors and by AMS, and approved by the Chief, Department of Ministry and Pastoral Care (DMPC), Tripler Arm y Medical Center (TAMC), to provide services as required by this contract. 2. Contracting Officer – A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. The Contracting Officer for this contract is the person who signed the co ntract on behalf of the United States Government. 3. Contracting Officer’s Representative (COR) – A Government employee selected and designated in writing by the Contracting Officer to act as his/her designated representative in administering a contract. The COR for this contract is SGT Patricia Font at (808) 433-5727. 4. Duty Hours – Daily weekdays (Monday – Friday), except Federal/Installation holidays, from 0700 – 1600 hours or 7:00 a.m. – 4:00 p.m. 5. Holy Days – For the purpose of this contract, Holy Days are as follows: Immaculate Conception and Christmas. 6. Non-Duty Hours – Includes from 1600 hours on Friday until 0800 hours on Monday, and all Federal/Installation holidays (24 hour coverage). 7. On-Call Priest Coverage – Contracted Priest service required by the terms and conditions of this contract for extended periods of availability during Non-Duty Hours for immediate pastoral response to patients, families and staff. 8. Patient Visitation – Scheduled visits to patients and their family members with special emphasis on bedside visits in areas such as in-patient wards, intensive care units and the emergency room. Responses must be received by 10:00 a.m. (HST) on the 28th of April 2003 at the Pacific Regional Contracting Office, 160 Krukowski Rd., Bldg. 160, Honolulu, HI 96859-5000, Attn: S. Sakanoi.
