Description
NA 1. CONTRACT INFORMATION: This contract will be primarily for Architect-Engineer (A-E) studies and design in support of a U.S. Air Force beddown program currently projected for the Las Vegas, NV area. The successful firm may be utilized for complete proj ects or in support of Albuquerque District in-house efforts. Services during construction may include construction inspection, shop drawing review, and as-built drawing preparation. This Contract will be procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. The anticipated Contract award date is September 2003. This procurement is unrestricted. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. In accordance with Public Law 95-707, large business firms are reminded that a subcontracting plan will be required which provides for subcontracting work to small and small disadvantaged firms to the ma ximum extent practicable. If any of the work is to be subcontracted, the Albuquerque District goal is for 57.2% of the subcontracted dollars to go to small business with 8.9% and 8.1% of those dollars going to small disadvantaged business and woman owned business, respectively. The successful firm shall also consider Veteran-owned small business firms and firms located in HUB-zones for subcontracting opportunities. To be eligible for contract award, a firm or Joint Venture must be registered in the DOD C entral Contractor Registration (CCR). Register via the Internet Site at http://ccr.edi.disa.mil or by contacting the DOD Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT INFORMATION: The work may include architectural/engineering st udies and reports, preliminary and final designs to include cost estimates, plans and specifications, associated site surveys and mapping, development of Design/Build RFP's, and services during construction. The anticipated Ready-to-Advertise (RTA) date f or FY05 projects is 15 July 2004; the anticipated RTA date for FY06 projects is 15 July 2005. Projected FY05 projects include a new aircraft hangar, additions/alterations to an existing hangar, two (2) aircraft maintenance support facilities, and one (1) base infrastructure project. Projected FY06 projects include three (3) new aircraft hangars; a dining facility, a munitions storage facility, a training facility, a parts warehouse, and two (2) base infrastructure projects. The program duration, projects , and geographic location are projected and are subject to change. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each s ub-criterion). Criteria a through e are primary. Criteria f through h are secondary and will be used as 'tie-breakers' among technically qualified firms. a. Demonstrated Specialized Experience and Technical Competence in: 1) Preparation of conceptual designs, plans and specifications and construction cost estimates for DOD administrative offices, building additions/alterations projects, munitions storage facilities, dining halls, aircraft support facilities, to include hangars and maintenance support f acilities, and associated site development. 2) Design of DOD infrastructure projects such as roads, parking areas, entrance gates, and utility improvement projects. 3) Implementation of a Design Quality Management Plan, with emphasis on how the A-E will accomplish the projects within the specified schedule. 4) Preparation of Design/Build Requests for Proposal (RFP). 5) Design and implementation of anti-terrorism/force protection measures into the new and existing structures. 6) The ability to accomplis h construction cost estimates utilizing M-CACES Gold or Composer Plus software. 7) The ability to create drawings in AutoCAD release 2000 and MicroStation V8 o r later, and narratives using MS Word 2000. 8). Sustainable design using an integrated design approach and emphasizing environmental stewardship, particularly energy and water conservation and efficiency; use of recovered and recycled materials; waste red uction; reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; and development of healthy, safe and productive work environments. The evaluation will consider pr ojects performed by the prime firm and consultants that demonstrate these sustainable design principles. 9) Implementation and execution of project design utilizing virtual design teams in which distant offices use electronic transmission of data to perf orm whole project design. b. Qualified Professional Personnel in the following disciplines: Firms must be able to provide registered professionals assigned with relevant experience in the positions for Project Management, Architecture, Structural Engin eering, Mechanical Engineering, Electrical Engineering, Civil Engineering, Geotechnical Engineering, and Fire Protection Engineering. The firm must be able to provide a cost estimator with M-CACES Gold or Composer Plus experience. The Project Manager(s) must have experience managing design of U.S. Air Force projects. The design team must be familiar with USAF and COE design criteria, and the qualifications of key personnel must demonstrate their experience and training in sustainable design. The firm mu st also be able to provide CADD Technicians familiar with AutoCAD and MicroStation software, and A/E/C CADD Standards. c. Past performance on DOD and other contracts in terms of cost control, quality of work, and compliance with performance schedules wil l be evaluated. Working relationships between the prime firm and subcontractors on previous projects of a similar nature will also be evaluated. d. The firm must demonstrate the capacity to accomplish multiple concurrent facility designs, and the abilit y to accomplish the FY05 and FY06 projects within the allotted time. e. Knowledge of the Locality: Firms knowledge of USAF facilities located in the Las Vegas, NV area will be a consideration. f. Location of the firm’s office(s) with primary design res ponsibility with respect to the Southwestern U.S. g. Volume of DOD contract awards in the last 12 months as described in Note 24. h. Extent of participation of SB, SDB, historically black colleges and universities and minority institutions, women owned , and Hub Zone business in the proposed contract team, measured as a percentage of the estimated effort. 4. SUBMISSION REQUIREMENTS: See note 24 for general submission requirements. Interested firms having the capabilities to perform this work must su bmit one copy of SF 255 (11/92 edition) for the prime firm. SF 254's for the prime firm and each consultant shall also be provided. These forms shall be forwarded to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business the next business day. Solicitation packages are not provided. The solicitation number is DACA47-03-R-0025. Only data furnished by the r esponding firm on the SF 255 and SF 254's will be considered in the selection process. Personnel qualifications of all key subcontractors are to be included in block 7 of the SF 255. Responding firms are requested to clearly identify tasks to be performe d in-house and tasks to be subcontracted. In addition, firms shall identify the office locations at which the in-house and subcontracted tasks will be performed. The SF 255 should specifically address the requirements of this announcement. Responding fi rms are requested to summarize their Design Quality Management Plan and identify all relevant computer capabilities in block 10 of the SF 255. Firms responding as Joint Ventures must state the intent in block 5 of the SF 255. Firms shall include only 10 PROJECTS TOTAL in block 8 of the SF 255. FIRMS SHALL LIMIT BLOCK 10 OF THE SF 255 TO NO MORE THAN 10 PAGES. The POC is Linda J Anderson (505) 342-3451.
