Description
NASA/GRC has a requirement for a DUPLICATE UNIQUE FUEL INJECTOR. This item will be a duplicate of a Fuel Injector developed & built under the NASA Research & Development Contract NAS3-00143 Task Order #1. It is anticipated that the original developer & builder will build & deliver the duplicate. NASA/GRC intends to purchase this unique fuel injector from WOODWARD FST, INC., in accordance with the sole source authority granted by FAR 6.302-1 [Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements]. Specifically, this effort requires the original developer/builder to slightly modify its design of its unique fuel injector (which was built to meet the requirements of NAS3-00143 TO#1), and to build & deliver that item to NASA no later than June 30, 2003. The Government intends to acquire a commercial item using FAR Part 12. This item meets the definition of a commercial item, because the developer/builder has a history designing/building this specific item. If any other entity were to attempt to duplicate this item, the government would consider it a non-commercial item. THIS IS NOT A SOLICITATION. A COMPETITIVE SOLICITATION WILL NOT BE ISSUED PURSUANT TO THIS ANNOUNCEMENT. If an organization wishes to, it may submit its capabilities and qualifications to perform the effort in writing (preferably, via e-mail) to the Contracting Officer not later than 4:30 p.m. local time on May 12, 2003; such communication shall include the organization's explanation of how it intends to accomplish a duplication/modification of the unique Woodward design/build within the time frame (delivery date of June 30, 2003). Such capabilities/qualifications will be evaluated SOLELY for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. If the Government does decide to compete this effort, another synopsis will be issued & a competitive solicitation will then be posted. However, at this time, the Government anticipates that this will be a non-competitive acquisition and no competitive solicitation will be available. Oral communications are not acceptable in response to this notice -- Please e-mail any responses/comments/inquiries to the Contracting Officer no later than May 12, 2003.
